Description of Job Starting Salary: $73,008.00 - $85,009.60 Annually *This position is eligible for a hybrid and/or remote working arrangement. Hybrid positions are expected to be present at the office location for no less than one day per work week. The announcement is for transparency purposes only to comply with the Equal Pay for Equal Work Act. Driven by a landmark $140 million investment from the Department of Energy via the Inflation Reduction Act, Colorado is implementing two transformative, income-qualified initiatives: the Home Efficiency Rebates (HER) and the Home Electrification and Appliance Rebates (HEAR) programs.

Over the next few years, this funding will reshape Colorado's residential sector-lowering consumer utility bills, improving quality of life, transforming market standards, and significantly reducing greenhouse gas emissions. We are seeking a detail-oriented and collaborative Program Manager to play a vital role in residential decarbonization program administration. While this position will support both initiatives, the primary focus will be the HEAR program with distinct collaboration with the Weatherization Assistance Program (WAP)--referred to as HEAR/WAP.

Working closely with the Residential Decarbonization Team and senior program staff, this position will ensure seamless program delivery through vendor, grant, and contract management. Beyond core operations, this position will have the flexibility to innovate and contribute to emerging priorities, including workforce development, strategic communications, community engagement, and broader building decarbonization strategies. General Duties and Responsibilities Program Management: Maintain ownership of the daily management, delivery strategies, regulatory compliance, and federal reporting requirements for the HEAR/WAP program.

Independently develop, implement, and oversee Home Electrification and Appliance Rebates (HEAR) purchase orders, contracts, or grants awarded to subgrantees necessary to drive program implementation for WAP/HEAR and direct-to-consumer implementation as needed. Manage the full lifecycle of program contracts and purchase orders for vendors and subgrantees. This includes supporting procurement, reviewing and approving deliverables and invoices, and rigorously monitoring vendor performance.

Provide the broader Residential Decarbonization Team with meeting updates on performance, issues, and best practices. Cross-program Collaboration: Partner closely with the Colorado Energy Office's Weatherization Assistance Program (WAP), specifically the Senior Data Analyst, to steward and streamline income-qualified service delivery, leverage braided funding opportunities, and maximize energy-saving impacts for low-income Coloradans. Partner with WAP and CEO STAR team to ensure necessary programmatic and operational updates in Salesforce and other program delivery tools Support the broader Home Energy Rebate team in shaping implementation policies, focusing on workstream management and integration, policy and deliverable review, and evaluation of program guidance.

This includes co-faciliation of program management tools such as Monday.com Support strategic engagement with clean energy workforce groups and frontline community-based organizations to promote program adoption. Collaborate dynamically across the Heat Pump Tax Credit (HPTC) and HER program teams to ensure a seamlessly coordinated and integrated suite of energy offerings for residential homes and buildings. Reporting & Fiscal Management: Track and analyze program budgets, contractor expenditures; ensure alignment with state and federal funding requirements

Own the collection, tracking, and analysis of program data to measure KPIs, optimize rebate delivery, and ensure transparent progress reporting to DOE and other stakeholders as needed. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Minimum Qualifications Three years of professional experience, or a bachelor's degree in a related field ( public administration, environmental science, engineering, sustainability, et.) and 1 year of professional experience. Knowledge about energy and/or building energy programs in Colorado strongly preferred

Background in grant management, administration, or reporting. Excellent written, oral, and presentation communication skills. Highly motivated and detail oriented.

Strong quantitative and analytical skills. Team player with excellent interpersonal, listening, and diplomacy skills to build positive relationships. Demonstrates a high level of initiative and strong work ethic.

Strong time management and organizational skills. Excellent computer skills, including the Microsoft Office suite and Google suite. Demonstrated interest in the mission of the Colorado Energy Office.

Preferred Qualifications Understanding of residential energy programs, adoption, and implementation. Previous work administering and reporting on federal grants. Demonstrated curiosity and passion for affecting positive change in Colorado's residential sector.
