Alaska Native Tribal Health Consortium has a hiring preference for qualified Alaska Native and American Indian applicants pursuant to P.L. 93-638 Indian Self Determination Act.
Summary:
The Subaward Specialist is responsible for the administration and oversight of subawards issued under externally funded programs. This position ensures compliance with federal, state, sponsor, and organizational requirements throughout the full lifecycle of subawards-from proposal development to closeout. The role is a part of the Grants Management Team and will report to the Grants Management Director. It will also partner closely with program staff, grants planning, grants accounting, and external subrecipients to support effective and compliant subawards execution.
Responsibilities:
Subaward Administration
• Prepare, issue, and manage subaward agreements, amendments, and modifications
• Review subrecipient proposals, budgets, and supporting documentation for accuracy and compliance
• Ensure proper risk assessment and classification of subrecipients vs. contractors
Compliance & Monitoring
• Ensure compliance with applicable regulations (e.g., 2 CFR Part 200 / Uniform Guidance) and sponsor requirements
• Conduct subrecipient risk assessments and develop monitoring plans in conjunction with the Program Manager
• Coordinate financial and programmatic reports, invoices, and supporting documentation
• Support Program Managers in monitoring subrecipient performance, including deliverables and reporting timelines
Financial Oversight
• Review and approve subrecipient invoices for allowability, allocability, and reasonableness
• Coordinate with finance on payment processing
• Monitor subaward spending against approved budgets and identify variances with conjunction with the Program Manager
Communication & Support
• Serve as a primary point of contact for subrecipients regarding compliance, invoicing, and reporting
• Provide guidance and training to internal staff and subrecipients on subaward requirements
• Collaborate with program managers to ensure alignment between programmatic and financial activities
Closeout Activities
• Coordinate timely subaward closeout, including final invoices, reports, and deliverables with program and accounting
• Verify that all compliance requirements have been met prior to closeout

• Knowledge of Alaska Native culture and the Alaska Tribal Health System preferred.

MINIMUM EDUCATION QUALIFICATION
Bachelor's degree in Public Administration, Business Administration, Finance, Economics, or related field.
MINIMUM EXPERIENCE QUALIFICATION
Non-supervisory -A minimum of 7 years of progressively responsible experience in post-award grants management, contract administration, financial management in public or non-profit environments. At least 2 years of direct experience managing federally funded grants, cooperative agreements, and/or subawards, including post-award, monitoring, and close-out activities. Demonstrated experience ensuring compliance with federal regulations and donor requirements (e.g., Uniform Guidance / 2 CFR 200). An equivalent combination of relevant education and/or training may be substituted for experience.
