The Federal Civilian business unit supports many customers spanning the federal, commercial, and nonprofit space. Our customers include NASA, the General Services Administration, Office of Personnel Management, the Library of Congress, Health & Human Services, and the FDIC. We partner with these agencies to build new capabilities, deliver products, establish data as a strategic asset for informed decision-making, modernize legacy systems, and build the digital service infrastructure necessary to scale their mission impact.

Primary Responsibilities

A Program Director is responsible for the executive leadership, management, oversight, financial performance, and strategic growth of a large federal program or portfolio of programs. This role provides leadership across delivery, customer engagement, operations, and business growth while overseeing cross-functional teams responsible for delivering modern digital services.

A Program Director exhibits strong leadership and influential skills to manage complex contractual, financial, technical, and operational responsibilities while ensuring exceptional customer outcomes. This leader serves as a trusted advisor to government stakeholders, mentors delivery leaders, partners closely with Growth and Practice leadership, and drives continuous improvement across people, process, and technology. You will serve as the primary decision maker for the assigned program or portfolio and lead through direct reports while executing against organizational objectives.

Primary expectations of a Program Director include:

  • Own overall program performance, including technical delivery, contractual execution, financial health, staffing strategy, operational excellence, and customer satisfaction across one or more federal programs.
  • Manage all aspects of program performance, including technical, contractual, administrative, financial, and operational responsibilities across multiple projects and workstreams.
  • Own program P&L, including forecasting, revenue, utilization, gross margin, staffing plans, and overall business performance.
  • Serve as the executive relationship owner for senior government stakeholders, building trusted partnerships that strengthen customer satisfaction and long-term business growth.
  • Cultivate and maintain strong customer relationships to understand evolving mission needs, maximize customer satisfaction, and communicate program health and strategic direction.
  • Lead executive program reviews, governance, risk management, and strategic planning across delivery teams.
  • Partner with Product, Engineering, Design, User Research, Accessibility, Security, and Delivery leaders to ensure successful execution of customer outcomes.
  • Champion modern delivery practices, emerging technologies, AI-enabled solutions, cloud modernization, and continuous improvement initiatives that improve customer outcomes.
  • Partner with Practice and Growth leadership to identify follow-on opportunities, recompetes, and new business while supporting proposal development and customer strategy.
  • Manage contractual obligations and oversee subcontractor performance while ensuring compliance with all contractual, regulatory, and organizational requirements.
  • Develop long-term program strategies that align customer objectives with organizational goals while balancing cost, schedule, staffing, and risk.
  • Proactively identify program risks and implement mitigation strategies that maintain successful delivery outcomes.
  • Negotiate outcomes and agreements that benefit the customer, the program, and Ad Hoc.
  • Mentor Program Managers, Delivery Managers, and other leaders while fostering a high-performing, collaborative, and inclusive team culture.
  • Lead hiring, performance management, coaching, career development, timecard approvals, PTO management, and succession planning for assigned teams.
  • Represent Ad Hoc during executive briefings, customer presentations, quarterly business reviews, and strategic planning sessions.


Basic Qualifications

  • Bachelor's degree and 12+ years of progressively responsible program management, portfolio management, or delivery leadership experience. Additional relevant experience may substitute for education.
  • 7+ years leading technology service delivery programs within the federal government or government contracting environment.
  • Demonstrated experience owning program financial performance, including P&L management, forecasting, utilization, staffing, and operational planning.
  • Demonstrated success leading large cross-functional organizations delivering software, cloud modernization, digital services, or enterprise technology initiatives.
  • Experience managing executive-level customer relationships within the federal government.
  • Demonstrated ability to manage technical, contractual, financial, and operational responsibilities across large, complex programs.
  • Strong knowledge of Agile software delivery methodologies and modern digital services practices.
  • Exceptional written and verbal communication skills with the ability to influence executive stakeholders and lead through ambiguity.
  • U.S. Citizenship with the ability to obtain and maintain a DHS Public Trust.


Preferred Qualifications

  • Experience leading federal digital services or government IT modernization programs supporting agencies such as NASA, GSA, FDIC, HHS, Library of Congress, OPM, DHS, or similar Federal Civilian organizations.
  • Experience managing programs exceeding $20M in annual contract value.
  • Experience supporting proposal development, capture activities, and recompete efforts.
  • Experience managing subcontractor relationships within complex prime/subcontractor environments.
  • Experience leading distributed, fully remote organizations.
  • PMP, PgMP, SAFe, Agile, ITIL, or equivalent leadership certifications.
  • Experience with cloud modernization, DevSecOps, AI-enabled delivery, human-centered design, or enterprise data modernization initiatives.
