Administrative Program Coordinator (Secretary III)

Location:

Remote (U.S.) Supporting NOAA's Northeast Fisheries Science Center (NEFSC), Cooperative Research Branch, Narragansett, Rhode Island Must be available during Eastern Time Zone business hours

Compensation & Benefits

Service Contract Act (SCA) Position

Base Pay: $26.44 per hour

Health & Welfare (H&W): $5.09 per hour (up to 40 hours per week)

Equivalent Total Compensation: $31.53 per hour

In addition to hourly compensation, eligible employees receive:

· Two (2) weeks paid vacation after one year of qualifying service

· Vacation entitlement increases based on years of qualifying service

· Twelve (12) paid holidays annually

We are seeking a highly organized and detail-oriented Administrative Program Coordinator (Secretary III) to support a federal fisheries research program administered by the National Oceanic and Atmospheric Administration (NOAA). This position will provide administrative support for participant onboarding, reimbursement processing, records management, compliance tracking, reporting, and stakeholder coordination activities involving commercial fishing vessel participants throughout the Northeast and Mid-Atlantic regions.

Position Summary

The Administrative Program Coordinator serves as the primary day-to-day administrative contact supporting program participants and Government personnel. This position is responsible for onboarding support, reimbursement administration, records management, participant communications, compliance tracking, and routine program reporting.

The ideal candidate is organized, detail-oriented, customer-focused, and experienced in supporting administrative programs requiring accurate documentation, participant engagement, and compliance with established procedures.

Essential Duties and Responsibilities

Participant Onboarding

· Coordinate onboarding activities for new program participants.

· Collect, review, and maintain required participant documentation.

· Track onboarding status and ensure documentation is complete and accurate.

· Assist with participant agreement updates and modifications.

· Maintain participant contact information and administrative records.

· Support payment setup activities and onboarding coordination.

· Serve as an administrative point of contact for participant questions and documentation requirements.

Reimbursement Administration

· Receive and review reimbursement requests and supporting documentation.

· Verify reimbursement submissions for completeness and compliance.

· Coordinate resolution of missing documentation and reimbursement discrepancies.

· Coordinate and administer approved reimbursement requests in accordance with established procedures.

· Maintain payment tracking records and supporting documentation.

· Support expenditure tracking and reimbursement reporting activities.

Program Coordination

· Respond to participant administrative inquiries.

· Coordinate communications between program participants and Government personnel.

· Provide status updates regarding onboarding and reimbursement activities.

· Escalate issues requiring Government review or approval.

· Support continuity of participant operations and administrative processes.

· Develop and maintain positive relationships with participants and stakeholders.

Records Management and Compliance

· Maintain complete and accurate participant files.

· Maintain reimbursement, expenditure, and compliance records.

Reporting
