Job Description

Atwell is seeking a remote Proposal Marketing Associate to support our Land Development and Public Works practice on the west coast, including municipal infrastructure, transportation, water/wastewater, and community development projects.

In this role, you will lead proposal strategy and execution for high-priority, complex pursuits and serve as a strategic partner to business line leadership. This position is well suited for a senior AEC marketing professional who understands public sector procurement and land development markets and is comfortable owning capture strategy from early positioning through final delivery.

You will work directly with Land Development and Public Works leaders, project managers, and business development teams to position Atwell competitively with municipalities, counties, DOTs, and public agencies.

  • Lead end-to-end development of strategic proposals, SOQs, and presentations for Land Development and Public Works pursuits
  • Drive capture planning efforts for complex pursuits, including competitive analysis, positioning, win themes, and value propositions
  • Facilitate go/no-go discussions, pursuit strategy meetings, kick-offs, and executive-level proposal reviews
  • Partner with Land Development and Public Works leadership to align proposals with growth strategies and target markets
  • Advise business development and operations teams on messaging specific to municipalities, public agencies, developers, and infrastructure clients
  • Develop and refine technical proposal narratives related to site development, civil engineering, transportation, water/wastewater, and public infrastructure projects
  • Ensure brand consistency, compliance, and quality across all client-facing materials
  • Mentor and guide Proposal Marketing Associates, elevating proposal standards and best practices
  • Oversee and maintain Land Development and Public Works content libraries, resumes, and project data
  • Support interview preparation and presentation strategy for shortlisted pursuits
  • Monitor public sector and land development market trends to inform pursuit positioning
  • Contribute to industry conferences, sponsorships, award submissions, and marketing initiatives
Qualifications
  • Bachelor's degree in Marketing, Communications, Journalism, Graphic Design, Business, or related field
  • 5+ years of AEC marketing experience with significant focus in Land Development, Public Works, municipal infrastructure, or civil engineering
  • Proven experience leading complex SOQs, RFQs, and RFP responses for public agencies, municipalities, or land development clients
  • Experience supporting pursuits ranging from mid-sized contracts to large, multi-million-dollar infrastructure programs
  • Strong understanding of public procurement processes, capture strategy, and competitive positioning
  • Advanced proficiency in Adobe Creative Cloud (InDesign required; Illustrator and Photoshop preferred)
  • Strong Microsoft Office skills (Word, PowerPoint, Excel)
  • Excellent writing, editing, and strategic storytelling skills
  • Ability to manage multiple concurrent high-level pursuits with autonomy
  • Experience partnering directly with senior leadership and business line directors
  • AEC industry experience required; Land Development/Public Works experience strongly preferred
