By providing customers with fast, efficient and reliable information systems and support services, IDS has become a preferred provider of financial and programmatic systems, services and solutions across a wide variety of government agencies.
Position Description:
IDS is seeking Senior Oracle PL/SQL Developers with expert-level command of the Oracle RDBMS, SQL, and PL/SQL. You will be responsible for the architecture, development, and performance optimization of Oracle databases, including complex PL/SQL packages, triggers, types, and data pipelines. You will also have opportunities to contribute to Java Spring Boot microservices, and modern front-end applications built with Angular and TypeScript.
Responsibilities include, but are not limited to, the following:
  • Oracle database full life-cycle development including data modeling, database architecture, SQL and PL/SQL development, performance tuning, unit testing, and production support.
  • Design and implement efficient, maintainable database solutions for high-volume, web-based applications serving DoD customers.
  • Contribute to architecture decisions and drive implementation of changes across our product base.
  • Develop detailed technical analysis and design specifications from functional and compliance requirements.
  • Collaborate closely with developers, DevSecOps engineers, designers, and analysts to solve complex problems.
  • Create, refactor, and improve reusable database objects with an emphasis on modularity and testability.
  • Profile, optimize, and tune SQL queries and execution plans for performance at scale.
  • Establish and enforce coding standards, peer review practices, and documentation norms.
  • Support CI/CD pipeline integration for database change management (Liquibase, Flyway, or equivalent).

Knowledge and Skills:
  • 7+ years of hands-on experience developing Oracle SQL and PL/SQL in production environments.
  • Strong understanding of Oracle performance tuning tools and techniques (AWR, ASH, execution plan analysis, indexing strategies).
  • Experience with CI/CD tooling (Jenkins, GitLab CI, or GitHub Actions) and Git-based source control workflows.
  • Familiarity with database migration and version control frameworks (Liquibase, Flyway).
  • Disciplined approach to testing and quality assurance, including experience writing unit tests for PL/SQL (utPLSQL or similar).
  • Experience with containerized deployment environments (Docker, Kubernetes) is a plus.
  • Experience developing Java Spring Boot applications is a plus.
  • Experience with modern front-end frameworks (Angular, React, or Vue) and TypeScript is a plus.
  • Exposure to cloud-hosted Oracle environments (AWS RDS, OCI) is a plus.

Education and Work Experience:
  • Bachelor's degree from an accredited college or university in Engineering, Information Technology, Computer Science, or a related field is preferred. A Bachelor's degree may be waived with commensurate years of relevant professional experience.

Physical & Mental Qualifications:
  • Must be able to sit, type, hear, see, and speak for extended periods of time.
  • Must consistently work and type on a computer for prolonged periods of time.
  • Must be able to communicate accurate information and ideas so others will understand.
  • Must be able to lift/carry at least 15 lbs.
  • May be required to move about inside an office to access file cabinets, office supplies, etc.

Security Clearance:
  • Applicants selected for employment may be subject to a Federal background investigation and must meet additional eligibility requirements for access to classified information or materials.

Travel:
  • Some travel may be required.

Hours:
  • Normal work schedule hours may vary, Monday through Friday. May be required to work additional hours and/or weekends, as needed, to meet deadlines or to fulfill travel obligations.
