These factories deliver AI/ML Applications, Data Science Platforms, Blockchain and Microservices for DoD, Healthcare and Civilian Agencies
Job Summary:
The Program Manager will lead a team supporting the Defense Health Agency (DHA) in delivering pre- and post-award acquisition services, including cost and price analysis. This role serves as a subject-matter expert in federal procurement (GS-1102 series) and ensures that all acquisition activities comply with the FAR, DFARS, and DHA regulations. The Program Manager is responsible for overseeing team performance, managing contractor personnel, supporting acquisition operations, and maintaining effective coordination with stakeholders to support the DHA mission of delivering healthcare services to over 9.6 million beneficiaries.
Key Responsibilities:
  • Lead and manage a team of contract specialists providing pre- and post-award acquisition support.
  • Ensure all acquisition documentation complies with FAR, DFARS, DHA policies, and agency supplements.
  • Provide GS-1102 subject matter expertise on federal procurement practices and business rules.
  • Evaluate analytical results and develop innovative or improved analytical techniques.
  • Provide recommendations on resource utilization, workload distribution, and workflow optimization.
  • Oversee recruitment, interviewing, and staffing activities in alignment with contract requirements.
  • Manage training programs, including monthly team-level training initiatives.
  • Supervise time and attendance, ensuring accurate reporting and approvals.
  • Administer telework and alternate work schedule programs for contractor personnel.
  • Act as a primary liaison between client and contractor staff.
  • Directly supervise contractor personnel and manage performance evaluations and career development.
  • Oversee onboarding processes, including training, system access, and initial deliverables.
  • Compile and submit monthly performance and operational reports.
  • Lead team meetings and coordinate weekly/monthly updates with the client.
  • Monitor overall contractor performance and address workforce needs, including extended hours requests.
  • Mentor and support staff to promote professional growth and high performance.
  • Manage administrative actions related to employee performance and promotions.

Skills & Qualifications Required:
  • Bachelor's degree in finance, business, law, contracts, purchasing, quantitative methods, organizational management, information technology, or IT systems administration.
  • Minimum 10 years of Federal procurement experience (GS-1102 or equivalent)
  • Minimum 5 years of DoD acquisition or contract administration experience
  • Extensive knowledge of all phases of the acquisition lifecycle
  • Strong understanding of contracting principles, laws, and procedures
  • Expertise in FAR, DFARS, and DoD acquisition policies
  • Ability to analyze complex problems and develop effective solutions
  • Strong leadership and team management capabilities
  • Experience with resource planning, workflow optimization, and performance management
  • Excellent communication, interpersonal, and customer service skills
  • Knowledge of DoD Procurement Data Standards (PDS)
  • Experience with change management and system implementation
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, SharePoint), ECWM Contract Writing System, PIEE Applications, and the Integrative Acquisition Environment (IAE) and DoD acquisition systems.

Preferred Qualifications:
  • Prior experience as a GS-1102 within DoD or DHA (or equivalent)
  • Experience implementing acquisition or contract writing systems
  • Background supporting DHA or defense healthcare programs
