About the Role
Culmen International is seeking Law Enforcement Advisors and Instructors to support global criminal justice training and advising requirements.
These positions can be located all around the globe and requires international travel from selected candidates.
This is a talent pipeline requisition for future opportunities. Qualified candidates will be contacted when a position becomes available.
What You'll Do in Your New Role
  • Provide advisory support to partner-nation law enforcement agencies to strengthen policing practices and institutional capacity.
  • Deliver training on core policing functions such as community policing, investigations, leadership, internal affairs, and field operations.
  • Mentor law enforcement personnel on management principles, ethical policing, organizational development, and professional standards.
  • Support assessments of law enforcement structures and recommend improvements aligned with internationally accepted standards.
  • Facilitate collaboration with interagency partners, academic institutions, and subject-matter experts as required.
  • Prepare reports, assessments, and documentation related to training activities, organizational needs, and capacity-building progress.
  • Support implementation of sustainable institutional reforms through training, mentoring, and technical guidance.

Required Qualifications
  • Minimum of 5 years of progressive law enforcement experience, to include significant experience as a senior level law enforcement manager or police executive.
  • Demonstrated progressive supervision, management and leadership experience relating to the delivery of civilian Jaw enforcement services and all aspects of police administration and operations.
  • A thorough understanding of community policing, organized crime, criminal investigations, internal affairs, and field training programs is a necessity, as well as excellent oral and written communication skills.
  • Ability to assess the delivery of specialized law enforcement activities and make appropriate recommendations relating to the implementation of capacity building activities and the creation of sustainable institutional change.
  • Excellent oral and written communication and analytical skills
  • Thorough understanding of community policing, organized crime, criminal investigations, internal affairs, and field training programs
  • Combination of documented law enforcement work experience and related education
  • Valid US Passport and willing to travel OCONUS.
  • Must be able to obtain/maintain a Public Trust clearance (does require US Citizenship).

Desired Qualifications
  • Past or present experience serving as a trainer or having responsibility for the delivery of entry level law enforcement training, and/or in-service law enforcement training at local, state or federal level.
  • Associates, Bachelor, Masters, or PhD for different levels of experience.
  • Foreign Language fluency is desirable.
