Job description

Requisition ID2026-4541Job Summary

The Change Management Specialist applies knowledge of VA databases, project management tools and techniques, and change management theory and applications supporting the VHA Office of Clinical Informatics (OCI) in the stabilization, recovery, and Post Go-Live (PGL) operation of the Oracle Health Federal Electronic Health Record (EHR), with a functional focus on accelerating execution of VHA's organizational change management strategy for EHR adoption.

Primary Responsibilities
  • Support execution and acceleration of VHA's organizational change management strategy for EHR adoption.
  • Conduct change-readiness assessments, stakeholder analyses, and impact analyses for workflow and system changes.
  • Develop actionable change deliverables such as communication plans, roadmaps, coaching plans, training plans, and resistance management plans.
  • Apply knowledge of VA databases and their interrelationships to support the ongoing development and enhancement of VA's informatics environment.
  • Apply project management tools and techniques to integrate change management activities into project plans; track and report issues.
  • Support stakeholder engagement and transition support so users understand workflow changes and system updates.
  • Define and measure change-adoption success metrics and monitor change progress.
Minimum Qualifications
  • Master's degree.
  • Minimum 6 years of relevant experience.
Desired Qualifications
  • Prosci certification and experience applying change management in a union environment.
  • Experience supporting EHR go-live adoption and PGL stabilization.
  • Knowledge of VA/VHA organizational structure and informatics environment.

Additional Requirements (All Positions)

  • Ability to read, write, speak, and understand the English language.
  • Ability to obtain and maintain a favorable VA background investigation at the Low Risk / NACI level, including electronic fingerprinting and e-QIP submission.
  • All work must be performed within the United States; remote work is performed via VA-approved remote access (Citrix Access Gateway) in accordance with VA Handbook 6500 requirements.
  • Availability for occasional CONUS travel to VA Medical Centers (approximately 5-day site visits) in support of EHR Go-Live and Post Go-Live activities, as authorized by the Government.
  • Proficiency with Microsoft Office 365 applications; working knowledge of SharePoint Online, Power Apps, Power Automate, and Power BI is strongly preferred per the task order Quality Assurance Surveillance Plan.
