DISCOVER THE OPPORTUNITY TO
  • Oversee the technology infrastructure supporting Core-CT, the state's enterprise system for financials, human resources, payroll, benefits, and related business functions;
  • Manage a hybrid IT department spanning cloud and on-premises systems, ensuring reliability, security, and performance across platforms;
  • Direct the administration of cloud-based services, including Oracle Cloud, and ensure effective integration with enterprise applications such as PeopleSoft;
  • Lead security and access management efforts, including oversight of PeopleSoft security and single sign-on (SSO) solutions;
  • Coordinate and assess system upgrades and enhancements, including evaluating the impact of PeopleSoft Update Manager (PUM) and PeopleTools updates on Core-CT operations;
  • Oversee key system integrations, including enterprise content management and document solutions such as FileNet;
  • Manage and enhance the Comptroller's technical infrastructure, including end-user computing environments, network/VPN services, and enterprise software applications used across all divisions;
  • Direct IT service delivery functions, including helpdesk operations, ensuring timely and high-quality support for agency staff;
  • Ensure the security, maintenance, and patching of systems, including Windows environments and related infrastructure;
  • Lead the evaluation, implementation, and governance of emerging technologies, including AI-based tools, ensuring alignment with statewide policies, security standards, and business needs;
  • Set priorities and coordinate resources across multiple technology domains, supporting both agency operations and the broader Core-CT system.

ABOUT US
The Office of the State Comptroller (OSC) is an agency whose mission is to provide accounting and financial services, administer employee and retiree benefits, develop accounting policy and exercise accounting oversight, and prepare financial reports for the state, federal and municipal governments, and the public.
We are located in the State Office Building at 165 Capitol Avenue, Hartford, CT. This state-of-the-art building offers free garage parking, an on-site cafeteria, and ergonomic workspaces.
The Information Technology division is an inter-agency team that supports and helps maintain Core-CT, used by over 10,000 state employees for financial, human resources, and payroll functions. The division maintains and upgrades Core-CT, provides analysis, maintains the comptroller's technical infrastructure, and is responsible for web development for the comptroller's communication sites.

PURPOSE OF JOB CLASS (NATURE OF WORK)
Within a state agency information technology division this class is accountable for the management and direction of information systems, applications development, systems maintenance, and similar information technology functions as well as technical and support staff.
EXAMPLES OF DUTIES
  • Plans, organizes and manages all operations and activities of an information technology services unit, division, function or location; responsible for meeting all data processing or information technology needs of the respective unit, division, function or location;
