Job purpose  

The HR Manager is responsible for leading the day-to-day operations of the Human Resources function while ensuring consistent execution of BELAY's people programs and HR services. This role manages the HR operations team, oversees operational excellence across the employee lifecycle, and ensures HR processes are delivered efficiently, consistently, and in alignment with organizational standards.

This position serves as the operational partner to the Director of Human Resources, translating strategic priorities into effective execution while providing leadership, coaching, and accountability to the HR operations team.

Duties and responsibilities

As a BELAY Corporate Team member, you will professionally represent the company in all virtual and in-person interactions. You are expected to exemplify our mission, vision, and core values daily, fostering a collaborative and positive team environment.

HR Operations Leadership
  • Lead the daily execution and prioritization of Human Resources operations and team workflows.
  • Manage and develop HR team members through coaching, accountability, and performance management.
  • Ensure consistency, quality, and compliance across HR processes and employee lifecycle activities.
  • Identify and implement process improvements that increase efficiency, scalability, and service delivery.
  • Monitor HR operational metrics and recommend improvements to enhance team performance.
Employee Experience & Culture
  • Execute employee engagement initiatives and support action plans that strengthen employee experience.
  • Ensure consistent onboarding, offboarding, and employee transition experiences.
  • Coordinate employee recognition, communication, and culture initiatives that reinforce BELAY's mission and values.
  • Support leaders in implementing employee engagement strategies developed by HR leadership.
Performance Management & Manager Support
  • Coordinate and administer performance management processes, including review cycles, OKRs, CFPs, and ongoing feedback initiatives.
  • Train and coach managers on performance conversations, documentation, and HR best practices.
  • Support routine employee relations matters and workplace investigations, escalating complex issues when appropriate.
  • Ensure timely completion of performance documentation and development planning activities.
HR Team Leadership
  • Provide day-to-day leadership, coaching, and development for HR operations team members.
  • Establish operational expectations, monitor workloads, and ensure timely completion of priorities.
  • Foster collaboration and continuous improvement across HR functions.
  • Support cross-functional partnerships that improve service delivery throughout the organization.
Recruiting & Workforce Support
  • Oversee recruiting operations in partnership with the Corporate Recruiter.
  • Ensure recruiting, onboarding, and hiring processes are executed consistently and efficiently.
  • Coordinate staffing actions resulting from workforce planning decisions.
  • Monitor recruiting workflows, hiring metrics, and onboarding effectiveness to improve operational outcomes.

  • Bachelor’s degree in Human Resources, Business Administration, or related field preferred
  • 5+ years of progressive HR experience
  • Previous experience managing HR operations and/or HR team members preferred
  • Strong knowledge of employee relations, performance management, and HR operations
  • Excellent communication, organization, and leadership skills
  • Ability to balance strategic thinking with hands-on operational execution
  • Experience supporting remote workforces preferred
  • Ability to maintain confidentiality and exercise sound judgment
