Job description

Job Title: HCBS Quality Specialist Location: Augusta Maine 04333 Duration: 2/1/2026 to 12/31/2026 Overview: These four (4) Home and Community Based Services (HCBS) Quality Specialists will conduct a range of monitoring and licensing activities through the Office of Aging and Disability Services (OADS) in coordination with a team of other professionals statewide to support quality services within HCBS. Department: DHHS Office of Aging and Disability Services (OADS)/Location/Teleworking position with potential for occasional OADS office visits. Knowledge, Skills and Certifications: Experience in quality assurance/quality improvement (QA/QI), compliance monitoring or program corrections, within the areas of HCBS, Healthcare, behavioral health, or long-term services and supports.

Ability to interpret and apply state rules and regulations and communicate requirements in plain language. Proficient in Microsoft Office 365 programs, including SharePoint, Excel, Word, Outlook, PowerPoint and other electronic tools to accurately record data. Strong written skills including development of emails, letters, and reports.

Ability to organize work and meet timeframes. Strong interpersonal skills including ability to interact with people receiving services, Providers and other stakeholders as well as varied levels of management which may include: OADS QA waiver specialists, OADS Resource Coordinators, Adult Protective Services, staff from Division of Licensing and Certification, and the Office of MaineCare Services. Six (6) years of education and/or professional experience serving individuals with Developmental Disabilities, Autism, Brain Injury and other related conditions, social services casework or social services program development/delivery.

Preference will be given to applicants with a bachelorโ€™s degree in social services or a related field, experience in conducting program compliance work, and experience with quality assurance and quality improvement development of services for persons with disabilities. The successful applicants will: Possess or quickly develop knowledge of applicable Medicaid, MaineCare, and HCBS Waiver and Licensing rules and regulations, both state and federal. Understand Person-Centered Thinking and Planning (PCP).

Demonstrate a high level of critical thinking and customer service skills as well as excellent communication skills both written and oral. Schedule: Monday through Friday, hours are typically between 7 am and 5pm, with 8 hours per day Full time, 40 hours per week. In state travel required, Fully remote (with frequent program site visits, and some in office meetings Duties and Deliverable (Outline of specific job duties): Conduct provider reviews and monitoring activities statewide to assess compliance with applicable state rules, laws, and program standards, including identifying areas needing improvements, reported concerns of individual standards violations Review and determine quality of documents submitted as evidence for compliance to requirements in a thorough manner, following protocols through desk level reviews and on-site visits at program locations where services are delivered.

Assist in the development of determination documents including responsibilities for accurate information being submitted to meet timeframes. Provide technical assistance and resources to HCBS Providers utilizing approved tools, guidance, training resources and department processes, including helping providers understand quality management expectations and ongoing continuous monitoring responsibilities. Collaborate as part of a statewide team, ensuring continuity of coverage, consistent interpretation of standards, and timely sharing of relevant information.

. Participate in initiatives as assigned to support the implementation of a monitoring and licensing process for the State of Maine for all Home and Community Based Providers. This would be a contracted position, fully remote with some meetings in State of Maine offices, with travel and on-site visits to provider agencies across the State.
