Position: Business Development Director

Position Summary

We are making a deliberate, multi-year investment to expand and strengthen our federal practice across the Department of Defense and select federal civilian agencies. We are seeking a Federal Business Development Director to support and shape this strategic growth initiative.

This person will be responsible for growing the Federal Business Group at American Structurepoint. This is a high-impact, externally focused position built around winning architectural and/or engineering project work within federal agencies. This person will support federal practice pursuits and efforts, including supporting strategic efforts of a diverse team of specialized technical leaders.

This is an opportunity with direct influence over the firmโ€™s federal strategic plan, investment priorities, market positioning, and long-term growth objectives.

The selected candidate will drive agency engagement, IDIQ/MATOC positioning, and capture excellence โ€” while also expanding the firmโ€™s relationships with prime general contractors to secure increased Designer of Record (DOR) roles on federal design/build projects.

This is not a maintenance role โ€” it is a build-and-scale opportunity within a financially strong, well-established A/E firm committed to expanding its federal footprint.


Federal Strategic Planning

  • Partner with executive leadership and others to develop and execute a federal strategic growth plan.
  • Identify priority agencies, contract vehicles, and geographic markets aligned with firm capabilities.
  • Shape investment decisions related to capabilities, staffing, and partnerships necessary for federal expansion.
  • Establish measurable growth targets for federal sales, contract vehicles, and strategic accounts.

DoD & Federal Civilian Growth Strategy

  • Develop formal agency account plans targeting DoD and select civilian agencies.
  • Identify and prioritize IDIQ, MATOC, SATOC, and standalone contract opportunities.
  • Position the firm early in the acquisition lifecycle to enhance win probability.
  • Provide ongoing market intelligence and competitive insights to leadership.

Design/Build & Prime Contractor Engagement

  • Develop and expand strategic relationships with prime general contractors pursuing federal design/build projects.
  • Position the firm to secure increased Designer of Record (DOR) roles on federal design/build pursuits.
  • Identify high-performing federal primes and cultivate long-term teaming alignment.
  • Collaborate internally to align technical capabilities with design/build market expectations.

Capture Planning & Opportunity Execution

  • Support disciplined capture planning efforts, including stakeholder mapping, win strategy development, and competitive positioning.
  • Drive structured go/no-go decisions aligned with long-term federal strategy.
  • Ensure capture strategy translates into compelling, compliant proposals.
  • Participate in executive-level pursuit reviews and pricing strategy discussions.

  • Develop and manage sophisticated teaming relationships, including:
    • Prime/sub partnerships
    • Strategic sub-consulting agreements

Relationship Management & Market Presence

  • Establish and maintain senior-level relationships within DoD and federal civilian agencies.
  • Engage contracting officers, program managers, small business offices, and program stakeholders.
  • Represent the firm at industry events, pre-proposal conferences, and agency briefings.
  • Increase the firmโ€™s visibility and credibility within priority federal markets.
  • Other duties as assigned

  • 10+ years of progressive federal business development experience within the A/E industry.
  • Demonstrated success securing A/E IDIQ/MATOC contract awards.
  • Proven track record in developing and executing capture strategies resulting in contract wins.
  • Experience expanding A/E participation in federal design/build projects.
  • Established relationships with DoD, federal civilian agencies, and/or federal prime contractors.
  • Deep understanding of FAR/DFARS and federal acquisition lifecycle.
  • Experience structuring strategic teaming agreements, Mentor-Protรฉgรฉ programs, and Joint Ventures.
  • Ability to operate at both strategic and tactical levels.
  • U.S. Citizenship required
  • Ability to travel 25-35%+ (Indianapolis HQ, client sites, industry engagements, etc.) required
