  • This position serves as IT Project Manager and IT Specialist in the Information and Technology Headquarters Office. Incumbent exercises control over information systems projects and ensures projects are implemented in accordance with baseline plans.
  • Project planning and development: Develops, manages and implements project plans such as communications plan, scope management plan, time management plan, work breakdown structure, risk plan, budget plan and procurement plan.
  • Project execution: Develops/employs methods and tools to track progress throughout the life cycle of the project. Applies technical knowledge to ensure project schedules and objectives are accomplished within established milestones.
  • Project reporting: Provides feedback to leadership and stakeholders through appropriate reports, meetings, briefings, and information papers. Briefs senior leadership and staff on project status and developments.
  • Assigns and schedules recurring work and one time projects to team members based on existing workloads, priorities, and consideration of work requirements. Sets work priorities and establishes schedules for work completion.

Basic Requirement: Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position.   • Customer Service- developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.
  • Oral Communication- briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.
  • Problem Solving- identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.

In Addition to the Basic Requirement above: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Managing major Information Technology projects during the entire project life cycle including development, evaluation of performance, risk management, budget planning, and resource allocation; providing technical guidance related to one or more of the following technical areas: business Intelligence, database administration, web administration, software development, data reporting, release management, or configuration management; experience in the use of DFASNow/ServiceNow platform; collaborating with Defense Information Systems Agency (DISA) services to drive cross-agency integration and system oversight collaboration.
You may qualify for consideration if meeting specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
