This position located in Vicksburg National Military Park, in the Adminstrive Division.

Help
Assists with the development, preparation, and revision of the unit budget, and in the preparation of instructions to managers regarding funding estimates and budget planning for the coming fiscal year. Drafts procedural guidance concerning the format for submission of annual estimates of funding needs. Provides required data and assistance to program managers and unit staff in developing budget and program planning summaries. Assists with execution of the current year budget for the unit, including analysis of needs, recommendation for modifications, and making allotments. Checks the accuracy and adequacy of budget justification data submitted in support of budget estimates or requests for allotments by comparison with source documents (e.g., acquisition records, historical financial data, payroll reports, and fixed cost data). Prepares data summaries for inclusion in routine and special reports on budget execution. Tabulates cost data on individual projects (e.g., construction, research, or maintenance) and applies basic budget analysis (e.g., cost-benefit ratios) to budgetary data to illustrate the effects of changes in levels of funding for current projects.
Duties will be developmental in nature when filled below the full performance level.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. This experience includes activities such as: tracking expenditures by proper accounts and type; providing information on salary calculations and employment ceilings for incorporation into budget planning, preparation, and execution; analyzing and evaluating changes in program plans and funding and their effect on the budget; and preparing financial reports consistent with regulations and guidelines.You must include hours per week worked.

EDUCATION: Successful completion of at least Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.You must include transcripts.

To qualify for this position at the GS-11 grade level, you must possess at least one or all of the following minimum qualifications by close of the announcement:
GS-11 SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: monitoring status of funds or financial transactions for an organization; analyzing and reconciling budget and fiscal documents; assisting with or developing budget submissions; generating a variety of written documents, reports, etc., to communicate detailed financial information; and explaining, recommending or providing guidance on financial/budget regulatory or statutory requirements, policies, and procedures. You must include hours per week worked.

EDUCATION: Successful completion of at least a Ph.D. or equivalent doctoral degree OR three full years of progressively higher-level graduate education leading to such a degree in a field of study that is directly related to the work of the position, which demonstrates possession of the knowledge, skills, and abilities needed to do the work of this position. Directly related graduate study may include, but is not limited to: business administration, economics, accounting, finance, and/or public administration. You must include transcripts.
