Job description

ROLE: CONTRACTS MANAGER

The Contracts Manager serves as the senior point of contact responsible for contract administration, compliance, and oversight of all contractual activities supporting the USASMDC IT/IM CIMS IV program. This role ensures effective contract performance, manages technical and administrative operations related to contract execution, oversees deliverables, and acts as the primary liaison with the Contracting Officer (KO), Contracting Officer’s Representative (COR), Alternate CORs (ACORs), and other government stakeholders.

The Contracts Manager is accountable for quality control, regulatory compliance, and achievement of contract objectives, and must demonstrate leadership in federal contracting environments, contract management, and IT operations.

Qualifications

  • Minimum SECRET clearance; must be eligible for TOP SECRET (TS) and SCI.
  • Bachelor’s degree required; Master’s degree preferred.
  • Eight (8) or more years of experience in federal contract administration and management.
  • Extensive knowledge of FAR, DFARS, Army, and DoD contracting policies, regulations, and standards.
  • Experience managing multi-functional teams and complex federal contracts.
  • Strong background in IT operations, contract administration, and compliance.
  • Availability to support all U.S. and potentially OCONUS time zones within a two-hour response window.
  • Remote delivery, with availability for visits to Colorado Springs, CO or Huntsville, AL desired, if needed.

Required Skills & Tools

  • Army or Space and Missile Defense Command experience is desired.
  • Expertise in contract administration, quality control, deliverable management, and performance assessment.
  • Familiarity with IT systems, helpdesk operations, cybersecurity, network administration, and information management.
  • Ability to interface with government stakeholders, provide technical guidance, and resolve contract issues.
  • Proficiency in contract documentation, reporting, and compliance tracking.
  • Strong analytical, negotiation, and problem-solving skills.
  • Certifications & Training
  • Contract management certifications such as CPCM, CFCM, or equivalent are preferred.
  • Completion of all mandatory government training as specified in the PWS.
  • Compliance with DoD, Army, and USASMDC security and protection policies.
  • Location & Availability
  • Primary duty locations include Huntsville, AL and Colorado Springs, CO.
  • Must be available within two hours for contract-level issues via phone, Microsoft Teams, or in person.
  • Travel may be required to support contract operations and government meetings.

Responsibilities

  • Provide overall management and direction for contract administration, compliance, deliverable submissions, and reviews.
  • Serve as the single point of contact for the KO, COR, and ACORs on contract performance, issues, and deliverables.
  • Ensure compliance with all contract terms, Army and DoD regulations, and USASMDC policies.
  • Oversee contract staffing, schedules, sustainment, and resource management across all task requirements.
  • Maintain accountability for contract personnel, including key staff and mission essential personnel.
  • Lead quality control and performance assessment efforts for contract deliverables.
  • Coordinate with government representatives for technical direction, contract management, and issue resolution.
  • Provide timely notification and justification for any changes to key staff personnel.
  • Ensure all employees designated as mission essential personnel are qualified and capable of performing assigned work activities.
  • Manage contract documentation, reporting, and record sin accordance with FAR, DFARS, and agency mandates.
  • Support phase-in and phase-out efforts to ensure continuity of operations.
