As a Senior Manager, Subcontracts Program Manager supporting Collins Aerospace’s Civil Space programs, you will oversee critical subcontract efforts that enable the delivery of advanced MissionSystems solutions. This role exists at the intersection of program execution, supply chain strategy, and government contracting, ensuring suppliers meet the cost, schedule, quality, and compliance expectations required in a highly regulated aerospace and defense environment. You will contribute from early capture and proposal development through production and sustainment, serving as a trusted partner to Program Management, Engineering, and Supply Chain teams.

In this position, you will take ownership of complex, high‑value subcontracts and lead activities such as acquisition planning, supplier evaluations, negotiations, and performance oversight. You’ll manage subcontract execution using FAR/DFARS and earned value principles, drive risk mitigation, and maintain strong relationships with supplier leadership and internal stakeholders. The role offers the opportunity to influence program outcomes through sound judgment, disciplined subcontract management, and close collaboration across functions. This is an individual contributor position with visibility to senior leadership and meaningful impact on programs with significant subcontract content.

What You Will Do :

  • Lead subcontract planning, proposal review, supplier evaluations, and overall subcontract strategy development

  • Provide business guidance to internal teams by offering market insight and supply chain support

  • Lead supplier negotiations and partner with the Supply Chain Contract Manager to prepare and negotiate contractual documents

  • Manage proposal preparation and oversee the execution and performance of complex subcontracts

  • Monitor subcontract performance, manage Cost Account Manager duties, and provide regular updates to internal stakeholders and senior leadership

  • Oversee subcontract products and services, including obsolete parts, production needs, on time delivery, and future product or service roadmaps

  • Conduct supplier visits and maintain strong working relationships with supplier leadership and L4 program management

  • Represent the company on matters involving legal requirements, customer specifications, and government regulations

  • Provide direction for subcontract activities and oversee work performed by Subcontract Administrators, Buyers, and Supply Chain Contract Managers

  • Lead internal department cadence reviews and internal customer cadence reviews

  • Manage program cost, schedule, and risk and support the execution of programs with significant subcontract content and total values above fifty million dollars or critical to mission success

  • Develop and execute subcontract plans, identify qualified suppliers, prepare the Supplier Statement of Work, and develop new supply sources as needed

  • Support programs with moderate to high risk and complexity while working independently and applying sound judgment in subcontract and compliance activities

  • Must be willing and able to travel up to 25% of the time


Qualifications You Must Have :

  • Typically requires a University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience

  • U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract 

  • 2+ years experience managing subcontracts projects using Earned Value Management System (EVMS) methodology or Cost Account Management (CAM) activities

  • 3+ years experience applying acquisition policies and procedures, including the Truth in Negotiations Act (TINA), within a government contracting environment

  • 5+ years prior experience working with the Federal Acquisition Regulation (FAR) requirements

Qualifications We Prefer

  • Experience with NASA FAR Supplement (NFS)

  • Experience identifying, assessing, and mitigating program and subcontract risk throughout the lifecycle

  • Experience working within the RTX Lifecycle Program Management (RLPM) or similar enterprise operating frameworks, including familiarity with product lifecycle value streams

  • Experience supporting U.S. Government subcontracting efforts within a regulated aerospace and defense environment

  • Experience partnering with Program Management teams to support execution of complex development or production programs

  • Prior experience in Supply Chain, Subcontracts, or Procurement functions, with exposure to supplier performance management and subcontract execution

The salary range for this role is 132,400 USD - 251,600 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills. Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.
