About This Position

The Intelligence Operations Program Manager is responsible for overseeing intelligence support operations, supervising supplier-provided personnel, and managing the execution of intelligence technology services in support of the Alabama Department of Corrections (ADOC). The position serves as a key liaison between supplier resources and ADOC leadership, ensuring operational effectiveness, accurate reporting, staff development, and continuous improvement of intelligence and forensic capabilities. The Program Manager shares operational oversight of the Forensics Laboratory with the ADOC Intelligence Director and is based at the ADOC Training Center in Birmingham, Alabama.

Key ResponsibilitiesProgram Leadership & Personnel Management
  • Directly supervise all supplier-provided personnel assigned to the intelligence operations program.
  • Lead recruiting, interviewing, hiring, onboarding, and performance management activities for contract personnel.
  • Coordinate and implement corrective actions, when necessary, with approval from ADOC leadership.
  • Ensure personnel adhere to organizational policies, security requirements, and operational standards.
Intelligence Operations Management
  • Manage day-to-day intelligence support functions and ensure operational objectives are achieved.
  • Coordinate with the ADOC Intelligence Director to maintain shared operational control of the Forensics Laboratory.
  • Monitor intelligence activities and ensure compliance with established procedures and best practices.
  • Support strategic initiatives designed to enhance intelligence collection, analysis, and reporting capabilities.
Reporting & Analytics
  • Prepare and deliver weekly and monthly intelligence reports.
  • Track intelligence activities, validate information, identify trends, and document best practices.
  • Develop executive-level reporting metrics and operational performance dashboards as required.
  • Communicate findings and recommendations to ADOC leadership.
Technology Services & Monitoring Support
  • Process Intelligence Technology System (ITS) monitoring requests received from ADOC.
  • Ensure monitoring reports are accurate, complete, and delivered within established timelines.
  • Maintain quality control standards for intelligence reporting and data analysis deliverables.
  • Coordinate with technical teams to resolve issues impacting intelligence operations.
Training & Development
  • Provide advanced training to ADOC personnel on Intelligence Technology Systems (ITS) and related technologies.
  • Develop training materials, standard operating procedures, and user guidance documentation.
  • Conduct workshops and hands-on instruction to improve operational effectiveness.
  • Assess training outcomes and recommend improvements to enhance staff proficiency.
Forensics Laboratory Support
  • Assist in the implementation of changes, enhancements, and operational improvements within the Forensics Laboratory.
  • Coordinate laboratory updates and technology deployments as directed by ADOC leadership.
  • Support the development and maintenance of forensic processes, tools, and workflows.
  • Ensure laboratory operations align with intelligence and investigative objectives.
What You'll NeedRequired Qualifications
  • Bachelor's degree in Criminal Justice, Intelligence Studies, Information Technology, Cybersecurity, Public Administration, or a related field preferred.
  • Experience managing intelligence, investigations, corrections, law enforcement, cybersecurity, or technical operations programs.
  • Demonstrated supervisory and personnel management experience.
  • Strong analytical, reporting, and project management skills.
  • Experience developing and delivering professional training programs.
  • Excellent written and verbal communication skills.
  • Ability to obtain and maintain required security clearances and background checks.
Preferred Qualifications
  • Experience supporting correctional, law enforcement, public safety, or government organizations.
  • Knowledge of digital forensics, intelligence analysis, and investigative technologies.
  • Familiarity with intelligence monitoring systems and data analytics platforms.
  • Project Management Professional (PMP), intelligence, cybersecurity, or forensic certifications are preferred.
