This role is part of Blue Origin corporate functions, providing centralized support across Blue Origin business unit teams, functions, and locations.

Blue Origin is assembling the leadership team that will enable humanity's future in space. As Sr. Program Manager (PM) - Tech & Change Management, you will design, build, and scale a net-new, enterprise-wide technology and process optimization program that enables talent to be acquired seamlessly and efficiently across Blue Origin's businesses and programs.

This role is responsible for end-to-end program ownership-from discovery and design through implementation, governance, and continuous optimization. You will partner closely with Talent Acquisition, HRBPs, Learning & Development, IT/Systems teams, business leaders, and executives to define technology integration strategy, establish standardized and scalable processes, and deliver solutions that balance speed, quality, and operational excellence.

You will create and own the operating model for Talent Acquisition technology and process transformation, including governance frameworks, integration architecture, change management playbooks, and success metrics. By leveraging data-driven insights and industry best practices, you will translate workforce strategy into execution-ensuring TA systems and processes are optimized to support Blue Origin's most critical hiring missions today and in the future. By connecting program outcomes to measurable business impact and identifying strategic opportunities, you'll help position Blue Origin at the forefront of humanity's journey to space.

The ideal candidate is a seasoned program manager with deep expertise in technology integration, change management, and product management-someone who brings strategic vision, technical fluency, and the executive-level influence needed to drive transformational programs in a high-growth, mission-driven environment.

Core Responsibilities:Process Optimization & Operational Excellence
  • Design, implement, and continuously optimize structured processes across Talent Acquisition to reduce friction, eliminate redundancy, and improve hiring outcomes at scale.
  • Develop standardized methodologies, workflows, and operating procedures that improve efficiency and program effectiveness across all business units.
  • Identify process gaps and bottlenecks through structured discovery; lead root cause analysis and drive sustainable, scalable solutions.
  • Establish clear governance frameworks including prioritization logic, decision rights, and escalation paths to support consistent, repeatable execution.
  • Leverage advanced analytical tools and data-driven insights to measure program health, process performance, and inform continuous improvement decisions.
Technology Integration & Product Management
  • Serve as the program-level product owner for TA technology systems, tools, and platforms-driving the strategy, roadmap, and delivery of integrated technology solutions.
  • Lead end-to-end integration efforts across HR and TA tech stacks (ATS, HRIS, CRM, analytics platforms, etc.), ensuring seamless data flow, system interoperability, and user adoption.
  • Partner with IT, vendors, and internal stakeholders to define technical requirements, manage integrations, and oversee testing, deployment, and hypercare phases.
  • Apply product management principles-including user story development, backlog management, sprint planning, and release management-to deliver technology programs on time and within scope.
  • Translate complex business requirements into scalable technical solutions, balancing build vs. buy decisions and long-term system sustainability.
  • Drive vendor management and partnership governance, ensuring contractual obligations, SLAs, and delivery milestones are met.
Change Management & Transformation
  • Champion and lead structured change management practices across all technology and process transformation initiatives, ensuring adoption, sustainability, and measurable impact.
  • Develop comprehensive change management strategies including stakeholder analysis, impact assessments, communication plans, training programs, and resistance management approaches.
  • Partner with L&D and HR to build enablement resources that support successful transitions for TA teams, HRBPs, hiring managers, and business leaders.
  • Design and execute communication strategies that create clarity, alignment, and buy-in across all levels of the organization.
  • Embed a continuous improvement mindset across teams by fostering a culture of feedback, iteration, and accountability.
Executive Partnership & Strategic Influence
  • Build and maintain strategic relationships with executives and senior stakeholders, influencing decisions and priorities across organizational boundaries.
  • Communicate complex program status, integration risks, and transformation opportunities clearly and concisely to executive leadership.
  • Navigate organizational dynamics to secure executive sponsorship, cross-functional alignment, and resource commitment for critical program initiatives.
  • Serve as a trusted advisor to senior TA and HR leadership on technology strategy, process design, and change readiness.
Program Management
  • Lead medium to large-scale, high-visibility programs independently, managing comprehensive plans, schedules, budgets, and interdependencies.
  • Coordinate cross-functional teams-including TA, HR, IT, Legal, Finance, and business stakeholders-while making strategic trade-off decisions based on technical, schedule, and cost factors.
  • Apply advanced program management methodologies (Agile, Waterfall, hybrid) and tools while mentoring junior team members and building program management capability.
  • Establish and maintain program governance structures, risk registers, decision logs, and reporting cadences that provide full visibility into program health.
  • Develop strategic resource planning while advocating for appropriate staffing, tooling, and funding.
Strategic Vision & Business Impact
  • Articulate a clear program vision that aligns with and advances broader company goals, talent strategy, and Blue Origin's mission.
  • Identify new strategic opportunities in technology, process, and integration that create measurable value and support organizational objectives.
  • Connect program outcomes directly to business impact-translating operational improvements into hiring velocity, quality, cost efficiency, and candidate/recruiter experience metrics.
  • Develop comprehensive metrics frameworks and reporting structures to track program success and strategic alignment.
Minimum Qualifications:
  • 7+ years of experience leading large-scale, complex programs with significant organizational and business impact.
  • Demonstrated expertise intechnology integration, including experience managing multi-system integrations across enterprise platforms (Workday, HRIS, ATS, CRM, or similar).
  • Strongproduct managementexperience, including ownership of product roadmaps, backlog management, and cross-functional delivery in an Agile or hybrid environment.
  • Proven track record inchange management-designing and executing organizational change strategies that drive adoption and sustainable transformation.
  • Demonstrated experience inprocess optimization, including process mapping, redesign, and the implementation of scalable operational frameworks.
  • Experience serving as a program or product manager to senior leaders with demonstrated ability to influence at the executive level.
  • Experience with strategic resource planning and program portfolio management.
  • Ability to cultivate relationships and build trust with Talent Acquisition, Human Resources, IT, and business leadership teams.
  • Bachelor's degree and/or equivalent work experience.
Preferred Qualifications:
  • Experience in Talent Acquisition or HR technology ecosystems (e.g., Workday).
  • PMP, PgMP, SAFe, or other senior-level program or product management certification.
  • Prosci ADKAR or equivalent change management certification.
  • Exceptional organizational, analytical, and problem-solving skills with the ability to synthesize complex data into actionable insights.
  • High level of discretion, integrity, and sensitivity to confidential business and personnel information.
  • Demonstrated ability to thrive in a fast-paced, high-growth, dynamic environment where ambiguity is the norm.

Base Pay Range for:

CO applicants is $123,611.00 - $173,054.70 WA applicants is $134,434.00 - $188,207.25
