Summary
The Reusable Medical Device (RMD) Coordinator is located at the San Francisco VA and provides oversight into the development, implementation, coordination, maintenance and evaluation of critical and semi-critical medical surgical instruments and devices within the RMD Program.

Services, to include Quality Assurance (QA) monitoring, staff competency assessment, and enforcement of standard operating procedures. - Monitors quality assurance in the receiving, inspecting, cleaning/decontamination, reprocessing, sterilization, and distribution of surgical instruments and medicalequipment reprocessed in SPS. - Ensures national sterile processing standards are followed in the process of receiving cleaning/decontamination, reprocessing, sterilization, and distribution of critical and/or semi- critical reusable medical equipment. - Serves as liaison between SPS, OR and other departments. - Ensures staff is competent for reprocessing critical and semi-critical RMD. - Updates the Chief (or designee) on patient safety alerts and issues concerning reusable medical equipment. - Establishes and maintains frequent contacts with interdisciplinary staff and outside vendors and manufactures. - Develops procedures within the Censitrac instrument tracking system to evaluate the quality of work performance and outcomes as it relates to the quality assurance program. - Tracks and analyze required documentation pertaining to critical and semi-critical RMD within the scope of SPS for quality control purposes. - Responsible for facilitating training in various aspects of SPS, including reprocessing and inventory management. Conducts departmental orientation, training, skills review and assists with educational programs to maintain high staff quality performance standards. Identifies and promotes staff development. - The incumbent is a resource for Medical Supply Technicians in the loading and operation of sterilizers such as Steam, Sterrad, and high-level disinfecting process as well as reprocessing of endoscopes. - Conducts Quality Assurance monitoring on all activities performed in Sterile Processing to evaluate efficacy of training and education, to include simple and complex instrument cleaning, endoscope reprocessing, surgical instrument tray preparation, sterilization monitoring, case cart assembly, mechanical equipment efficacy testing, and staff training and competency documentation. - Incumbent will perform second checks of MST instrument set validation as needed or in the absence of a Lead MST or Supervisor, for that tour of duty or day, per VHA Directive 1116 (2). - Incumbent performs and reports all monthly quality checks of RMD at point of use to identify non-conforming product. - Maintains documentation of all QA activities and reports to the Chief, SPS, Assistant Chief SPS, and recommends improvement opportunities. Assist with generating the quarterly SPAT and PCSC Reports. - Performs other duties as assigned. - Co-Chairs the Facility Reusable Medical Equipment Committee, maintains Agenda, Minutes and Various staff resources like Alerts and recalls pertaining to RMD. Educates RMD Champions, that serve as a liaison for areas that use RMD. - Conducts RMD tracer rounds for all areas of the Facility that utilize RMD, including the CBOCs, reports finding in the Facility RMD Committee meeting agendas. - Updates VISN 21, SPS, SOPs and Competencies as directed by VISN 21, SPS/RMD Lead.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • b. Experience and/or Education
    • (1) Experience. Six months of experience that demonstrates the applicant's ability to perform the work or provides an understanding of the work; or
    • (2) Education. One year above high school that included at least 6 semester hours in health care related courses such as sterile processing, nursing assistant, hospital corpsman, and operating room and surgical technician courses or other courses related to the position; or
    • (3) Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
  • Certification. None.
  • Grandfathering Provision. All MSTs that are employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
    • (1) Employees grandfathered into the GS-622 occupational series as MSTs may be reassigned, promoted up to and including the full performance (journeyman) level, or changed to lower grade within the occupation.
    • (2) MSTs who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis until they fully meet the basic requirements of the standard.
    • (3) MSTs who are converted to title 38 hybrid status under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
Experience. One year of experience equivalent to the next lower grade level. (b) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate the following KSAs:
  1. Detailed knowledge of complex surgical instruments used in operating rooms and clinic settings.
  2. Ability to assemble specialty operating room and clinic instrument sets.
  3. In-depth knowledge of sterilization and cleaning equipment.
  4. Ability to communicate both orally and in writing in order to convey information and thoughts to others.

Assignment. The Advanced MST assembles highly complex instrument sets including, but not limited to, open heart, major orthopedic total joint, cardiovascular, craniotomy and complex endoscopic instrumentation. Processes all complex endoscopic instrumentation to include those medical devices used in the gastroenterology laboratory, bronchoscopy laboratory, urology and operating room. Reviews manufacturer guidelines to ensure the correct methods and parameters are followed when cleaning, decontaminating and sterilizing RME. Troubleshoots and analyzes mechanical failures and makes necessary adjustments to complex decontamination and sterilization equipment, as well as interprets alarm conditions which may occur while operating the equipment. Informs management and healthcare staff when cleaning and processing standard operating procedures (SOPs) or instruction for use have been changed or updated to assure the changes have been validated to meet all guidelines.
Preferred Experience: Possess a SPS Certification from either Healthcare Sterile Processing Association (HSPA), or Certification Board for Sterile Processing and Distribution (CBSPD), or VA Central Office SPS/OSP Level 2.

The full performance level of this vacancy is GS-7. The actual grade at which an applicant may be selected for this vacancy is GS-7.
Physical Requirements: This work is performed in various settings: decontamination, preparation, clean sterile supply (preparation) and in other services and departments throughout the medical facility/campus. The MST may be required to work in areas that are hot, humid, cold, drafty, and poorly lighted. The employee is subject to the possibility of falls, scrapes, cuts, bruises, and other injuries from material handling equipment. The work requires standing and walking during the entire workday and frequent bending and lifting of packages (occasionally weighing as much as 50 pounds). The work requires dexterity and visual acuity for manipulating, disassembly and assembly of RMD, as well as discerning physical monitors and process indicators of equipment. On a regular and recurring basis, the employee alternates between a contaminated environment and a carefully controlled clean environment. The employee wears special clothing, and personal protective equipment (PPE) that can be uncomfortably warm. The MST is subject to burns and chemical exposure. The work area is noisy due to the clatter of metal instruments, rumbling of carts and operation of equipment.
