Local candidates may be expected to work at the client site in Rockville, MD, at least 1-2 days per week.
ICF's IT Modernization division is a rapidly growing, entrepreneurial, technology department seeking full stack developers to support upcoming needs with our federal customers. Our IT Modernization division is an information technology and management consulting department that offers integrated, strategic solutions to its public and private-sector clients. ICF has the expertise, agility, and commitment to design, build, and operate high-performance IT engines to support all aspects of our client's business.
Join our community of management consultants, mission-driven technologists, data scientists, innovation researchers, CIO strategists, and public health researchers & evaluators to challenge the status quo. As we continue to expand our services and to support this growth, we are looking for a Solutions Architect to join our Digital Modernization Division to provide technical assistance services to our customer at the National Institutes of Health (NIH).
This Solution Architect will become a trusted advisor for clients in technology strategy, IT Engineering, Service Management, and participate in building POCs, prototypes and modernizing web-based applications. Provide guidance in management of a variety of SaaS technology platforms. Work with technical leadership and other architects to develop and promote technology best practices, standards, and collaborate with other service delivery teams. The ICF team works closely with clients and other contractors to ensure the performance and reliability of public-facing, mission-critical applications.
What you'll be doing (Responsibilities/Day To Day) :
  • Develop technology strategy in close collaboration with Federal executives, business SMEs and key stakeholders.
  • Build professional trust relationships and establish personal rapport with business stakeholders to better understand their concerns and business mission
  • Lead meetings with senior client leadership and stakeholders to discover current state, business processes, requirements and pain points and understand aspirations, business mission and goals
  • Develop technology presentations and communicate effectively in meetings with CIO, Branch Chiefs and other Federal leadership to describe complex technology choices, trade-offs and considerations
  • Work directly with clients, vendors, subcontractors, and team members to determine business needs and develop solution approaches, architecture and strategy to address key challenges
  • Develop governance, operating models, CONOPS, and processes to support the business mission
  • Develop prototypes and proofs-of-concept utilizing a variety of data / technology platforms, low-code/no-code platforms
  • Define key considerations, evaluate new technology platforms, perform analysis of alternatives based on well-defined processes and present findings to technical as well as non-technical audience
  • Document as-is, and to-be architecture diagrams and business process flows and flow charts, decision trees
  • Take ownership of cross-team initiatives that drive coordination, collaboration, and alignment across contractor teams, internal stakeholders, and delivery partners to ensure shared priorities, clear communication, and successful execution.
  • Actively participate in project discussions and team meetings (e.g., daily standups, reviews)

Basic Requirements:
  • Bachelors Degree
  • 12+ years of experience leading technology consulting engagements with clients
  • 12+ years of experience developing solution architecture, enterprise architecture artifacts
  • Candidates must be able to obtain and maintain a Federal Public Trust
  • US Citizen or Green Card Holder due to federal contract requirements.
  • MUST RESIDE IN THE United States (U.S.) and the work MUST BE PERFORMED in the United States (U.S.), as this work is for a federal contract and laws do apply.

You will bring:
  • Experience in building full-stack applications using languages like - Java, PHP, JavaScript, Python technologies
  • Experience working with data collection platforms like Qualtrics, REDCap, Microsoft Forms
  • Experience with modern frameworks like - Node.js, React JS, Angular

Preferred Requirements:
  • Experience with Cloud architecture such as AWS, GCP, Azure
  • Experience working with low-code/no-code platforms like ServiceNow, Appian
  • Willing to invest in learning low-code, no-code platforms and gaining appropriate certifications
  • Experience supporting HHS, NIH, or other federal health missions, including familiarity with stakeholder environments, compliance expectations, and mission-driven technology delivery.
  • Manage relationships with technology vendors and partners, helping evaluate new platforms, align capabilities with client needs, and collaborate on opportunity shaping, solution development, and go-to-market strategies.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$144,381.00 - $245,448.00
