Northrop Grumman has openings for either a Principal Proposal Analyst Level 3 or Senior Principal Proposal Analyst Level 4 to join our team of qualified, diverse individuals. This position will be based in either Palmdale, El Segundo, or San Diego (Rancho Bernardo), CA. This role is eligible for hybrid work arrangement, however not fully remote.

Essential Functions:

  • This role will provide essential support to the F/A-18 Program as a key evaluator and developer of bids.
  • Candidates for this position will lead/support proposal activities of diverse and inclusive teams with high levels of engagement and collaboration with other team members
  • They will demonstrate a broad skill set that is balanced across interpersonal, business, and proposal-based capabilities; a commitment to ethics and integrity; and the capability to innovate in a challenging and dynamic environment
  • Develops, plans and schedules proposals
  • Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications
  • Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments
  • Researches and analyzes historical data, develops cost models to support proposal efforts
  • Coordinates activities and participates in fact-finding meetings
  • Participates in should-cost and pricing reviews with management and customer representatives
  • Participates as a member of the contract negotiating team

This position may be filled as either a Principal Proposal Analyst Level 3 or Senior Principal Proposal Analyst Level 4 depending on qualification below

Basic Qualifications for Principal Proposal Analyst Level 3:

  • Bachelor's degree and 5 years of experience in quantitative/analytical roles ; or Master's degree with 3 years of stated experience; or PhD with 1 Year of stated experience.
  • Must have an ability to interpret and present complex data
  • Must have a solid understanding of project management and/or cost estimation principles
  • Must have knowledge of industry-specific standards and practices related to proposal development (e.g. FAR, DFARs, etc.)
  • Must have experience with developing and/or analyzing Basis of Estimates (BOEs)
  • Strong Proficiency in MS Office (PowerPoint, Outlook, Word, Excel); Working knowledge of intermediate Excel concepts, including pivot tables, formulas, or other advanced features
  • Proficiency with cost estimating tools (e.g., ProPricer)
  • Must have the ability to obtain a DoD Secret US Clearance and required Program Accesses.

Basic Qualifications for Senior Principal Proposal Analyst Level 4:

  • Bachelor's degree and 8 years of experience in quantitative/analytical roles; or Master's degree with 6 years of stated experience; or PhD with 4 Year of stated experience.
  • Must have an ability to interpret and present complex data
  • Must have a solid understanding of project management and/or cost estimation principles
  • Must have knowledge of industry-specific standards and practices related to proposal development (e.g. FAR, DFARs, etc.)
  • Must have experience with developing and/or analyzing Basis of Estimates (BOEs)
  • Strong Proficiency in MS Office (PowerPoint, Outlook, Word, Excel); Working knowledge of intermediate Excel concepts, including pivot tables, formulas, or other advanced features
  • Proficiency with cost estimating tools (e.g., ProPricer)
  • Must have the ability to obtain a DoD Secret US Clearance and required Program Accesses.

Preferred Qualifications:

  • Effective oral and written communication skills
  • Proven ability to independently complete projects with limited supervision
  • Working knowledge of Cost Improvement (Learning) Curves and/or Cost Estimating Relationships (CERs)
  • Demonstrated experience creating spreadsheets and performing data analysis to create meaningful insights for decision-making
  • Experience with SAP, Cost Point, and/or BOE Next
  • Ability to obtain and maintain DoD Top Secret clearance
  • Strong attention to detail with an appreciation for accuracy and high standards of quality

Primary Level Salary Range: $94,200.00 - $141,200.00Secondary Level Salary Range: $117,500.00 - $176,300.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
