What is the difference between Proposal Capture vs Proposal Writer?

Proposal Capture focuses on identifying and securing new business opportunities by engaging with potential clients and understanding their needs. Proposal Writers, on the other hand, concentrate on crafting compelling proposal documents that meet client requirements. Both roles are essential in the proposal process but serve different stages: capture is about winning the opportunity, while writing is about presenting the solution effectively.

What are the key skills and qualifications needed to thrive as a Proposal Capture Manager, and why are they important?

To thrive as a Proposal Capture Manager, you need expertise in business development, proposal writing, and market analysis, typically supported by a bachelor's degree and experience in sales or government contracting. Familiarity with customer relationship management (CRM) systems, proposal management software (e.g., Shipley, Microsoft Office Suite), and knowledge of federal acquisition regulations are often required. Strong project management, communication, and leadership skills help you coordinate cross-functional teams and build client relationships. These abilities are crucial for developing competitive proposals, winning new business, and ensuring organizational growth.

What is a Proposal Capture professional?

A Proposal Capture professional is responsible for leading and managing the process of identifying, pursuing, and securing new business opportunities, usually in response to formal requests such as Requests for Proposals (RFPs). They collaborate with sales, technical, and management teams to develop winning strategies, gather requirements, and ensure proposals meet client needs and compliance standards. Their work is crucial for organizations competing for contracts in industries like government, defense, and large-scale commercial projects. Proposal Capture professionals often oversee the entire lifecycle of a proposal, from opportunity assessment to submission and post-submission follow-up.

What are some common challenges faced by Proposal Capture professionals during the proposal development process?

Proposal Capture professionals often face tight deadlines and the need to coordinate input from multiple stakeholders across departments, such as technical teams, pricing analysts, and subject matter experts. Balancing compliance with client requirements while crafting a compelling, winning narrative can be challenging. Additionally, managing last-minute changes and ensuring all contributions are integrated smoothly requires strong organizational and communication skills. Adaptability and collaboration are key to overcoming these challenges and delivering high-quality proposals.

You will drive eSimplicity's expansion by harnessing advanced technology and innovative software development practices to help improve the lives of millions of Americans.
This is a remote position based in/near Atlanta, GA, with the ability to attend customer or company meetings as needed.
Responsibilities:
  • Work with Business Development (BD) and Business Unit (BU) execs and CIO/CTO office to identify and cultivate new business opportunities within Health, employing sophisticated account planning, customer mapping, and relationship management strategies to secure and expand our client base.
  • Conduct targeted research and competitive analysis to position eSimplicity advantageously.
  • Stay abreast of emerging trends, opportunities, and initiatives within the health sector, leveraging this intelligence to inform strategic decisions.
  • Spearhead the development and management of strategic partnerships and workshare agreements, aligning with eSimplicity's strategic objectives, supported by the BD and BU execs.
  • Maintain and grow client relationships, ensuring eSimplicity is positioned as a partner of choice.
  • Manage the capture process from inception to proposal submission, aligning with health agency requirements to deliver compelling and compliant bid packages.
  • Lead the story telling solutioning sessions by partnering with technical architects and SMEs to structure our response outlines, identify pain points, desired outcomes, and develop win themes and proof points
  • Serve as a bridge between proposals, operations, and project teams, ensuring seamless communication and collaboration across different functional areas to align efforts and strategies for winning new work.
  • Work closely with the proposal team to oversee the overall submission of proposals, ensuring they meet all compliance requirements and effectively articulate eSimplicity's value propositions.
  • Bring capture expertise to facilitate technical, management, and pricing solutions with programs and proposal teams. Make recommendations, decisions, or seek feedback from executive leadership when needed.
  • Participate in transition planning for awarded contracts to ensure capture strategy, customer context, and solution commitments are effectively handed off to delivery teams.

Requirements
Required Qualifications:
  • At least 10 years of strategic capture and business development experience within the federal health sector, including direct experience supporting CDC opportunities. Experience with NIH, CMS, or other federal health agencies is preferred.
  • Comprehensive understanding of Health operations, key personnel, programs, and the contractor ecosystem.
  • Demonstrated ability to build and maintain customer, partner, and industry relationships within the federal health ecosystem.
  • Demonstrated success in winning competitive bids and managing acquisitions with a focus on deals averaging $50M TCV, encompassing GWACs, agency-specific vehicles, standalone contracts, and task orders.
  • Ability to quickly understand and effectively position eSimplicity's technical capabilities to align with federal health agency requirements.
  • Current or ability to obtain a public trust clearance, ensuring compliance with federal government requirements for handling sensitive information.

Working Environment:
eSimplicity supports a remote work environment operating within the Eastern time zone so we can work with and respond to our government clients.
