Job description

Job Title: Owners Representative - Wind Turbine Location: Wasco, Oregon Type: Contract Compensation: DOE Contractor Work Model: Onsite โ€“ onsite Hours: 40.0 System One is seeking a high-caliber Owners Representative to support a wind turbine power project in Wasco, Oregon. Owners Representative Responsibilities:

  • Review construction contractor site specific safety plans as well as work scopes and be generally familiar with the work to be performed
  • Observe the major field activities
  • Verify proper tool usage, material handling, and equipment usage
  • Verify proper usage of equipment โ€“ aerial lifts, forklifts, trucks, etc.
  • Ensure clean and orderly job site
  • Document observations in a daily log
  • Verify work against project schedule
  • Attend contractor turnover meetings and owner daily outage meetings
  • Request information/explanations from the contractor supervising personnel when necessary to understand work methods, work sequencing, and other aspects of the work
  • Support material management
  • Mediate between contractor and owner staff
  • Complying with accepted industry safety practices and any safety requirements in the Contract
  • Participating in Owner site-specific and/or work-specific safety orientation or training
  • Restricting personnel to the authorized access areas and service facilities only
  • Complying with all Owner security policies and procedures, to include badging requirements. This includes submittal of a photograph and attesting to the Contractor completing a drug screen and background check for each site worker. Any costs incurred due to failure to comply with Owner badging process shall be the responsibility of the Contractor.
  • Providing the equipment necessary for safe access and/or work performance; this includes personal protective equipment (PPE)
  • Required Site PPE: Hard hat, safety glasses, gloves, High Vis apparel, and safety toe footwear (ASTM 2413-18)
  • Climbing PPE: harness, safety lanyards, gloves, 3-point helmet
  • Other PPE requirements may include but may not be limited to fall protection and hearing protection
  • CM shall arrive with a minimum of 3 green personal locks for use with Ownerโ€™s or the construction contractors Lockout/Tagout procedures
  • In Scope โ€“ Under no circumstances shall the CM give technical direction to field workers employed by or under contract with Owner. All concerns shall be communicated directly to Owner, and construction contractor site lead if necessary. The CM will have the right to stop work if any issues arise, particularly any activities that present an imminent safety hazard, could damage Owner equipment, or are a breach of contract.
  • Deliverables โ€“ CM shall provide a daily log of activities at the end of each shift in a format agreed upon between CM Service Provider and Owner. The daily log shall include but is not limited to: Work accomplished since last report, Work planned for next shift, Photos of major evolutions and new equipment nameplates, Any abnormalities, Any safety incidents or concerns, A final report with all photos taken while on Owner property or vendor location of Owner equipment and all electronic notes and emails regarding Owner equipment or work.
Owners Representative Requirements:
  • Experience in field support roles for wind turbine overhaul and/or repower
  • Experience in transformer installation and/or replacement
  • Experience with safe crane operations
  • Certified Climber & Rescue Competent Person
  • Preferred experience with Vestas V82 wind turbines
