Kentro is seeking an Organizational Change Management (OCM) Lead to support the Department of Veterans Affairs ESOM program. This role is responsible for developing and executing change management strategies that drive adoption of new processes, technologies, and operating models across the VA enterprise. The OCM Lead works closely with VA leadership, program management, and delivery teams to minimize disruption, build stakeholder alignment, and sustain long-term change outcomes in a complex federal IT environment.

Location: This position can be performed remotely within the United States and will support Eastern Time working hours.

Responsibilities

Change Strategy and Planning

  • Develop and maintain a comprehensive OCM strategy and implementation plan aligned to VA ESOM program objectives and milestones
  • Conduct organizational readiness assessments to identify change impacts, resistance risks, and adoption barriers across affected stakeholder groups
  • Define change success metrics and establish a framework for measuring adoption, utilization, and proficiency over time
  • Integrate OCM activities into the broader program schedule and coordinate with the PMO to ensure change workstreams are resourced and tracked

Stakeholder Engagement and Communications

  • Build and maintain a stakeholder engagement plan, mapping influence, impact, and communication needs across VA leadership and end-user communities
  • Develop and execute a structured communications plan including announcements, newsletters, briefings, and change-specific messaging tailored to distinct audiences
  • Facilitate stakeholder working sessions, focus groups, and feedback loops to surface concerns and build change coalition support
  • Partner with VA program leadership to ensure consistent, visible sponsorship and alignment on change priorities

Training and Enablement

  • Conduct training needs analyses and develop role-based learning plans for impacted user populations
  • Coordinate design and delivery of training materials including instructor-led sessions, job aids, quick reference guides, and e-learning content
  • Manage training logistics including scheduling, attendance tracking, and post-training reinforcement activities
  • Evaluate training effectiveness and adjust curriculum based on performance data and stakeholder feedback

Sustainment and Continuous Improvement

  • Monitor post-implementation adoption and identify at-risk groups requiring additional support or targeted interventions
  • Maintain a change impact log and lessons learned registry to inform future change efforts across the program
  • Collaborate with service quality and operations teams to align OCM outcomes with ongoing process improvement initiatives
  • Develop sustainment plans that transition change ownership to VA program staff and embedded super-user networks

Qualifications
  • 10+ years of experience leading organizational change management efforts on large-scale IT or digital transformation programs
  • Bachelor's degree in Engineering, Computer Science, or related scientific or technical discipline. An additional 8 years of relevant experience may be substituted for the degree requirement for a total of 18+ years of experience. 
  • Demonstrated experience applying structured OCM methodologies such as Prosci ADKAR, Kotter, or equivalent frameworks
  • Experience developing stakeholder engagement plans, communications strategies, and training programs in a federal environment
  • Strong facilitation and presentation skills with the ability to engage audiences ranging from frontline staff to senior agency leadership
  • Proficiency with program management tools and collaboration platforms; familiarity with ServiceNow or enterprise ITSM platforms is a plus
  • Prosci Change Management Certification or equivalent OCM credential required
  • Excellent written communication skills with experience developing executive-ready briefings, reports, and stakeholder materials

Preferred Qualifications: 

  • Experience supporting VA or other large federal agency IT modernization or ITSM transformation programs
  • Familiarity with VA organizational structure, governance processes, or the ESOM program environment
  • PMP, PMI-ACP, or equivalent project management certification
  • Experience embedding OCM within an agile or hybrid delivery framework
  • Background supporting program transitions, contract incumbency changes, or large-scale system cutovers
  • Instructional design experience or familiarity with learning management systems (LMS) used in federal training environments
