Job Title: Project Manager - Communications & Change Management
Location: Remote
Duration: 12 Months Contract
Job Summary:
We are seeking an experienced Project Manager with a strong background in Strategic Communications, Stakeholder Engagement, and Change Management to support the implementation and launch of a new public-facing online system replacing a legacy platform.
The selected consultant will work closely with leadership, project teams, and communications staff to develop and execute communication strategies that support public awareness, stakeholder engagement, and user readiness throughout the transition. This role requires the ability to translate complex technical information into clear, concise, and user-friendly communications for external audiences.
Key Responsibilities:
  • Develop and implement communication strategies supporting the launch of a new online system.
  • Create communication plans, messaging frameworks, and stakeholder engagement strategies.
  • Collaborate with leadership, project teams, and communications personnel to ensure consistent messaging.
  • Translate technical project information into accessible content for customers, partners, government agencies, Tribal governments, and public stakeholders.
  • Develop communication materials including FAQs, fact sheets, website content, email campaigns, presentations, outreach materials, and talking points.
  • Support change management initiatives to drive user awareness, adoption, and readiness.
  • Participate in project meetings and provide communication-related recommendations.
  • Monitor communication effectiveness and recommend improvements.
  • Ensure all communications comply with branding, accessibility, and communication standards.
Required Qualifications:
  • Experience as a Project Manager, Program Manager, Communications Manager, Change Management Consultant, or similar role.
  • Strong background in Strategic Communications and Stakeholder Engagement.
  • Experience supporting large-scale system implementations, digital transformation initiatives, or technology rollouts.
  • Excellent written and verbal communication skills.
  • Experience developing communication plans, executive communications, and public-facing content.
  • Ability to simplify complex technical concepts for non-technical audiences.
