Position Summary

The PMO Manager is responsible for supporting the stand-up and then operations of a new Project Management Office. This includes analyzing the division's needs and setting goals for the staff and the projects. The PMO Manager supports resource allocation, staff development, and implementing processes to ensure the Portfolios, Programs, and Projects execute their deliverables smoothly.


Duties And Responsibilities
  • Manage the PMO consistent with Oceaneering values and guidelines with respect to safety, quality, and business ethics.
  • Apply professional competencies and management skills to support divisional project execution in the core elements of scope, schedule, cost, quality, resources, communications, risks, and procurement to meet project requirements.
  • Apply personal competencies and leadership skills to lead the division's PMO from start-up through project support.
  • Support divisional plan to establish a framework that gives project managers a structured approach to govern their projects.
  • Take a primary role in training project managers in software tool use, project management basics, and leadership.
  • Formulate, organize and monitor inter-connected projects.
  • Decide on suitable strategies and objectives.
  • Coordinate cross-project activities and requests.
  • Lead and evaluate Project Management Directorate and other assigned staff.
  • Develop and control deadlines, budgets and activities for PMO initiatives.
  • Apply change, risk and resource management for PMO initiatives.
  • Assume responsibility for the PMO's people and vendors.
  • Assist the PMO Technical Director in determining the most effective and productive methods to enhance department and program
  • capabilities, maintain safety, control UDCs, and implement value engineering where appropriate.
  • Formulate methods and processes to pursue and achieve PMO goals in the most efficient and productive manner. Position requires frequent application of original and independent thinking in developing methods, products or systems.
  • Make decisions and take independent action, following broad objectives on strategic and operational matters affecting a major function or department in the organization. Decisions are subject to guidance from executive/senior management. This may include determining the priority of projects, personnel requirements and controlling overhead costs.
  • Support division staff in assessing program performance and aim to maximize ROI.\
  • Support the company's objective of continuous improvement by reviewing, incorporating and contributing to lessons learned, and suggesting changes to process and procedure to improve the quality, efficiency and effectiveness of project execution.
  • Demonstrate proficient communication, leadership, management, cognitive abilities, effectiveness, and professionalism.
  • Compile and synthesize complex data, analyze outcomes, and prepare reports for divisional stakeholders as required.
  • Support divisional plan to establish a project governance framework that gives project managers a structured approach to govern their projects (e.g. CostPoint ERP Project and Portfolio level dashboards).
  • Identify and distribute information on inter-connected projects to ensure the big picture is understood by correct staff.
  • Additional duties as assigned.

Qualifications
  • Bachelor's degree in engineering or similar technical field.
  • 15+ years of project management experience, including tracking and planning projects in a technical field.
  • Experience with large Defense contracts of more than $50M.
  • Ability to obtain/maintain security clearance.
  • PMP Certification in-hand or achievable within 3 years.
  • Understand interdependencies between technology, operations and business needs.
  • Demonstrated ability to successfully lead and manage small, focused project teams.
  • Ability to understand financial statements and effect positive financial statement outcomes.
  • Strong interpersonal skills that support successful staff management and mentoring.
  • Understand and experience in negotiating contract terms and conditions.
  • Ability to support technical reviews of various documentation deliverables.
  • Strong written and verbal communication skills, including technical writing and editing skills
  • Ability to prioritize and balance multiple tasks and work independently.
  • Excellent knowledge of performance evaluations, as well as risk and change management principles.
  • Strong skills in Excel and other Microsoft Office products.
  • Knowledge of PMBOK, DAU, EVMS, MS Project, DoD Contracts, FAR/DFAR is a plus.

DESIRED: Master's degree in engineering management or business.


Additional Information

This position is Hybrid - Remote and will require commuting to a designated office. Hybrid work schedules are determined by the hiring manager based on business need.
