Job Summary:

Federal Government contractor is seeking an experienced Deltek Cobra Earned Value Management (EVM) Implementation Lead for a part-time engagement with an anticipated duration of six (6) months. The Implementation Lead is responsible for leading the design, configuration, and implementation of Deltek Cobra to support Earned Value Management in compliance with ANSI/EIA-748, including cost/schedule integration and government reporting. This individual serves as the primary authority for the Cobra solution—translating program cost and EVM requirements into a properly architected, standards-based configuration and guiding the solution from design through deployment and user adoption. Focus is on the effective implementation of business processes, usability, and data accuracy within the application. The position calls for excellent communication skills, effective presentation skills, and strong leadership skills.


Responsibilities:

  • Serve as the implementation lead for Deltek Cobra, owning the end-to-end configuration and rollout of the EVM solution across the program.
  • Elicit and document cost, EVM, and reporting requirements from functional users, control account managers (CAMs), and subject matter experts.
  • Review, analyze, define, and document business functions and processes related to Earned Value Management and cost/schedule integration.
  • Define alternatives and make recommendations to enhance and/or streamline EVM and project controls processes.
  • Translate customer requirements into a best fit within Deltek Cobra, and develop processes and documentation that support the SDLC.
  • Design and configure Cobra structures including WBS, OBS, control accounts, work packages, resources, rates, calendars, and earned value techniques.
  • Define and support integration of Cobra with the integrated master schedule (e.g., Primavera P6) and accounting/ERP systems for actual costs.
  • Configure and produce government EVM reporting, including Contract Performance Report (CPR) / Integrated Program Management Report (IPMR / IPMDAR) formats.
  • Support Integrated Baseline Reviews (IBRs), EVMS surveillance, and DCMA compliance activities.
  • Develop and maintain standard systems requirement documents including but not limited to: business process workflows, Functional Requirements Documents, Requirement Traceability Matrix, and use cases.
  • Provide post-implementation support and training to control account managers and project controls staff.
  • Apply EVM knowledge and industry best practices in developing the to-be business processes and procedures.
  • Meet deadlines and manage multiple, dynamic priorities in a fast-paced federal program environment.

Education and Experience:

  • Bachelor’s degree in business, finance, engineering, information systems, or other technically relevant degree.
  • 8+ years of project controls / Earned Value Management experience, with a minimum of four years of functional experience implementing and configuring Deltek Cobra.

Required Skills:

  • Versed in the design, configuration, implementation, testing, and deployment of Deltek Cobra.
  • 8+ years of experience in project controls or EVM, with a minimum of four years of functional experience with Deltek Cobra.
  • Strong understanding of Earned Value Management principles and ANSI/EIA-748 EVMS guidelines.

  • Must have strong written, verbal, and listening skills.
  • Must have strong analytical skills and can demonstrate strong problem-solving skills.

Desired Skills:

  • Experience implementing Deltek Cobra for federal or Department of Defense customers.
  • Experience with EVM analysis/reporting tools such as Deltek wInsight, Encore Analytics Empower, or MPM.
  • Experience supporting IBRs and DCMA EVMS compliance reviews.
  • Relevant certifications such as Earned Value Professional (EVP), PMI Scheduling Professional (PMI-SP), or Project Management Professional (PMP).
  • Experience working with Agile development teams.
