Project Controls Cost Specialist

Client: Refinery
Location: Garyville, La
Duration: Long term, ongoing

The Project Controls Cost Specialist will be responsible for providing cost engineering/analyst services for projects being managed within the Engineering Department.  This role is to support small projects up to $5MM.  The successful candidate has specialized experience in Project Controls during Engineering phases FEL 1, 2, and 3.  Project support requirements may vary based on resource needs.
The candidate is an active project team member providing key input and analysis to project management to facilitate timely decision making.  He or she manages changes to the project forecast and budget, and constantly interfaces with Engineering, Maintenance, Accounting, and Project Team personnel.  
The actual position title and compensation will be based on the selected candidate's experience and qualifications.  

KEY RESPONSIBILITIES:
  • Work with the project team in the development of the plan, establishing the WBS.
  • Work with outside engineering firms to ensure project cost control expectations and deliverables are met via facilitating project controls workshops and participating in project meetings.
  • Review cost estimates for projects and develop the control budget. Ensure the construction control budget and cash flow are aligned with schedule and cost estimate at project sanctioning.
  • Ensure construction control estimates are aligned with the definition phase budget used for sanctioning prior to commencing execution. 
  • Work with the Project Manager to establish planned cash flow and realistic forecasts of the overall project cost and schedule.
  • Report cost forecast monthly to local Engineering Leadership alongside Project Manager.
  • Monitor and report project costs and perform analysis regarding deviations from the definition phase or control budget.
  • Perform project set up and management of work orders and forecasts in Integrated Project System (IPS).
  • Review budget proposals for accuracy in cost and schedule.
  • Support Project Manager in budget planning for applicable projects including cash flow and schedule deliverables and alignment.
  • Manage project contingency and drawdown.
  • Calculate monthly accruals and communicate to Accounting department.
  • Work closely with Supply Chain & EPC for major equipment progress payment status and accruals.
  • Evaluate project risks and communicate cost and/or schedule exposure to project management.
  • Analyze schedule and recognize and report areas of concern or caution.
  • Facilitate the project closeout process.
  • Report out to Department Leadership monthly and as needed.

EDUCATION AND EXPERIENCE:
  • Bachelor's degree is preferred in Construction/Project Management, Engineering, Business Administration, Finance, or Accounting.
  • Minimum of 5 years of experience in Project/Cost Control in EPC capital projects required.
  • Relevant experience with industrial EPC projects, specifically Front-End engineering.  Experience during field implementation of mid-major EPC projects is a plus.
  • Excellent communication skills.
  • Ability to provide reporting of data to management regularly and upon request with use of IPS, Excel, and Power BI.
  • Proficient in Microsoft Office products - Excel, PowerPoint, Word, Outlook 
  • Familiarity with SAP preferred
  • P6, and/or Icarus software knowledge is a plus
