Job Summary

The Program Manager is responsible for leading and managing significant technical, operational, non-technical, and/or intelligence-related programs in accordance with contract requirements and company policies, procedures, and guidelines. This individual serves as the primary customer interface and provides leadership, oversight, and strategic direction across assigned programs and project teams.

The Program Manager will oversee operational execution, customer engagement, contract performance, personnel management, and program growth initiatives while supporting mission-critical operations within government-contractor environments. This role also contributes to business development efforts by identifying growth opportunities, supporting capture activities, and assisting with long-term strategic planning.

As with any position, additional expectations exist. Some of these include, but are not limited to, adhering to normal working hours, meeting deadlines, following company policies as outlined by the Employee Handbook, communicating regularly with assigned supervisor(s), staying focused on the assigned tasks, and completing other tasks as assigned.

Responsibilities

  • Lead and oversee the day-to-day execution of assigned programs and projects, ensuring operational objectives, contract requirements, performance metrics, and mission needs are achieved.
  • Manage program personnel, schedules, facilities, equipment, and operational resources in support of contract and customer requirements.
  • Serve as the primary liaison to government customers, military leadership, subcontractors, industry partners, and internal stakeholders.
  • Provide leadership and oversight for mission-critical operational activities, including geographically dispersed teams and cross-functional project groups.
  • Support strategic planning, operational growth initiatives, long-term program execution, and customer expansion efforts.
  • Identify and evaluate opportunities for contract growth, recompetes, customer expansion, and future business opportunities.
  • Collaborate with Business Development and Capture teams on opportunity identification, teaming strategies, proposal support, and customer positioning.
  • Assist with cost controls, labor forecasting, resource allocation, and operational planning to support program performance and business objectives.
  • Identify and implement opportunities to improve operational efficiency, quality, performance, and customer outcomes.
  • Support process improvement efforts, modernization initiatives, automation platforms, and AI-enabled solutions that enhance mission execution and operational effectiveness.
  • Collaborate with technical and operational teams to integrate emerging technologies into program delivery and customer support.
  • Oversee change management activities, including documentation, training, communication plans, stakeholder engagement, and process adoption.
  • Manage, mentor, coach, and evaluate assigned personnel and project teams, fostering accountability, collaboration, and professional growth.
  • Support workforce development, employee training, and programmatic performance evaluations.
  • Prepare and deliver reports, presentations, and executive briefings to senior government and company leadership.
  • Maintain clear and consistent communication with internal stakeholders, customers, subcontractors, and partners.
  • Clearly document research, operational procedures, workflows, process improvements, and lessons learned.

Basic Qualifications

  • US Citizenship required
  • Active DoD/DoW Secret Security Clearance required.
  • Bachelor’s degree in a technical discipline, Business, Technology Management, or related field.
  • Demonstrated experience managing multi-function programs or projects within the DoW or Federal contracting environment.
  • Experience managing U.S. Navy programs or projects.
  • Experience leading and supporting teams of 15+ technical and non-technical personnel.
  • Strong understanding of government contract management, operational oversight, and contract compliance.
  • Demonstrated analytical, organizational, and time-management skills.
  • Experience preparing reports, briefings, and executive-level presentations.
  • Excellent written and verbal communication skills.
  • Ability to effectively communicate with executives, customers, partners, and internal stakeholders.
  • Experience managing large-scale programs involving significant financial responsibility and operational assets.
  • Familiarity with digital transformation initiatives, automation tools, and AI-enabled operational solutions.
  • Strategic decision-making capabilities in dynamic operational environments.
  • Ability to support long-term operational growth and organizational expansion initiatives.

Preferred Qualifications

  • Master’s degree in a technical or business-related discipline.
  • 2+ years supporting NAVAIR or NAVSEA organizations.
  • 1+ years of business development and capture experience, including opportunity identification, teaming, proposal development, and proposal review.
  • PMP Certification or equivalent program management certification.
  • Experience with SAFe methodologies and practices.
  • Military background or prior military leadership experience preferred, particularly in aviation, logistics, maintenance, or operational support environments.
