Position: Program Support Assistant

Department/Location: Emergency Disaster Services; Divisional Headquarters 701 N. Broad Street, Philadelphia

Availability of Position: Immediate

Schedule: 35 hours; Full-Time; evenings and weekends as needed.

Reporting Relationship: Divisional Disaster Services Director

Salary and Grade: $18.00; 74 (Non Exempt)

Position Overview: The function of the Program Support Assistant (PSA) is to assist with the daily operational readiness and support functions of the EDS program. This position provides logistical, administrative, training, and field support to ensure preparedness for emergency response operations, community events, and disaster deployments. Responsibilities include assisting with maintaining response equipment and operational assets, supporting inventory and fleet management, assisting with training coordination and instruction, supporting disaster response operations through the deployment and maintenance of equipment and supplies. The position also assists with facility readiness, documentation, reporting, credentialing, and overall program support to ensure the efficient and effective operation of divisional EDS activities.


Description of Position:

  • Provide response coverage during normal business hours and assist in filling operational gaps within the on-call rotation as assigned.
  • Assist in maintaining operational readiness of all EDS equipment, vehicles, and response assets at all times.
  • Assist in performing weekly inspections, testing, preventative maintenance, and readiness checks of response equipment and DHQ-based field equipment.
  • Assist with administrative support functions including reports, logs, recordkeeping, data entry, and operational documentation.
  • Support logistics operations through the coordination, movement, deployment, and maintenance scheduling of EDS vehicles and equipment.
  • Assist in the preparation and setup of training courses, including classroom readiness, equipment setup, and supply coordination.
  • Serve as an active CPR instructor and assist with divisional preparedness and safety training initiatives.
  • Maintain facility cleanliness, organization, and overall operational readiness of EDS workspaces, storage areas, and response assets.
  • Deploy equipment and supplies to disaster operations, community events, and emergency response activities in support of Logistics and Operations Coordinators.
  • Provide field supervision and operational support to volunteers and assigned personnel during training events, responses, and deployments.
  • Perform annual cleaning, maintenance, and minor repair of Cambro units and food service equipment.
  • Assist the Logistics Coordinator with annual canteen inspections and documentation requirements.
  • Serve as backup support for issuing EDS credentials, uniforms, and related operational items.
  • Assist with organizing, tracking, and maintaining regular inventory levels of supplies and equipment.
  • Assist in conducting annual inventories and asset verification for assigned equipment and operational resources.

Requirements:  

  • Minimum High School diploma or equivalent; 2 years of relevant experience.
  • Strong organizational and communication skills.
  • Ability to work independently and in team-based emergency response environments.
  • Valid Driver’s License, as well as qualify for The Salvation Army’s insurance.
  • Basic knowledge of logistics, inventory control, and equipment maintenance procedures.
  • Ability to supervise volunteers and support personnel in field operations.
  • Proficiency with basic administrative and computer functions, including data entry and reporting.
  • CPR Instructor certification preferred or ability to obtain certification.
  • Pennsylvania's Child Protective Services Law requires that all prospective employees complete the following clearance and background checks: PA Child Abuse History Clearance, PA State Police Criminal Record Check, and PA DHS Criminal Record/Fingerprint Check. In addition, completion of a Pennsylvania approved Child Abuse Recognition and Reporting Training is necessary prior to employment.
