Northrop Grumman is currently seeking a Sr. Principal/Principal Supply Chain Planning Specialist in our Supply Chain department. The position is located at our in Elkton, MD location.
The Northrop Grumman Propulsion Systems and Controls (PS&C) facility in Elkton, Maryland began solid-propellant rocket operations in 1948. Today, the Elkton PS&C facility designs, develops, and produces solid-propellant propulsion and ordnance systems in programs professionally managed for a wide variety of Government and commercial customers. The facility also serves as the hub for offsite engineering and test facilities in Ronkonkoma, NY, and Palm Beach Gardens, FL.
Job Summary:
The Sr. Principal/Principal Supply Chain Planning Specialist is a strong leader with demonstrated project management and supply chain management skills. The position will own and coordinate activities in support of material requirements, material cost accounting, and supplier management on an assigned program. Further, this position will promote a focus on safety and employee Lean/PES/Six Sigma tools throughout program planning and implementation.
Primary Job responsibilities are:
  • Liaison for assigned program(s) and supply chain management function including buyers, planners, subcontract administrators, scheduling, customers and suppliers, etc.
  • Represent Northrop Grumman in Program Management Reviews (PMRs) and leadership briefings (internal/external).
  • Oversee all Supply Chain Management activities needed to meet program requirements and maintain link between various Supply Chain functions including Purchasing/Sub-Contracts, Logistics and Production Control
  • Identify and mitigate program risks as they pertain to material requirements
  • Oversee material program planning and execution through applicable phases to support prime program requirements: concept, exploration, engineering development, advanced development, production, sustainment, retirement, etc.

Material Management:
  • Prepare and execute Material Program Plans (MPPs) and supply strategy
  • Support completion of the bill of material including product and part definition, scrap and yield analysis, and order policies.
  • Maintain program line of balance and ensure supplier deliveries are aligned with production schedule.
  • Lead activities to mitigate material risks and obsolescence, ensuring 100% material availability
  • Responsible for program materials through acceptance

Supplier Management:
  • Develop supply chain strategy - including supplier development and supplier risk management, which may include development of secondary sources, safety stocks, and buffer stocks,
  • Support vendor assessments for operational effectiveness
  • Implement Supplier Performance Management Practices including Business Management Reviews, Scorecard Reviews, Supplier Surveys and Operational Assessments as appropriate

Materials Finance
  • Develop and maintain the monthly sales forecasts for selected programs
  • Provide weekly status for forecasted sales for materials
  • Assist with billing/invoice issues which are delaying invoices from being processed on time
  • Provide monthly material IWO support to ensure accurate forecast and ETC on select programs
  • Act in an SME role on the development and maintenance of month end material forecast and ETC finance deliverables.
  • Provide Sales & Ops Materials Watch list input and compare to program forecasts. Identify any risks and opportunities.

This position will be filled at either the Sr. Principal or Principal Supply Chain Planning Specialist level based on the selected candidate's specific skills and qualifications.
Basic Qualifications Principal Supply Chain Planning Specialist:
  • This position emphasizes skills and experience. Must have a minimum of 9 years of experience. Will consider a Bachelor's degree with 5 years of experience or a Masters degree with 3 years of experience.
  • 5 years of experience managing programs, subcontracts, materials, and/or services.
  • Knowledge of MRP/ERP systems, financial systems, FAR, and ITAR
  • Demonstrated leadership experience
  • Ability to acquire a Security Clearance which requires US Citizenship as a pre-requisite.

Basic Qualifications Sr. Principal Supply Chain Planning Specialist:
  • This position emphasizes skills and experience. Must have a minimum of 11 years of experience. Will consider a Bachelor's degree with 7 years of experience or a Masters degree with 5 years of experience.
  • 5 years of experience managing programs, subcontracts, materials, and/or services.
  • Knowledge of MRP/ERP systems, financial systems, FAR, and ITAR
  • Demonstrated leadership experience
  • Ability to acquire a Security Clearance which requires US Citizenship as a pre-requisite.

Preferred Requirements both levels:
  • Degree in Engineering, Business, Finance, Supply Chain Management or related field
  • Active Secret Security Clearance
  • Experience with Earned Value Management preferred
  • Aerospace and/or DoD experience

This position falls under a Federal Explosives License issued by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) for this location. Candidates hired into this role will be required to complete and submit an Employee Possessor Questionnaire to ATF for approval to be a possessor.
Primary Level Salary Range: $87,000.00 - $130,600.00
Secondary Level Salary Range: $112,200.00 - $168,200.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
