Job description

JP Logistics & Consulting LLC (JPLC) is looking for a full-time Program Manager to support the US Army Reserve Command (USARC) G-1, necessary for processing identification issuance requests and issuing identification badges for building and system access to eligible recipients in support of the USARC Identification Card Office (ICO).


Salary: TBD


Start Date: July 1, 2026


Place of Performance: USARC MARSHALL Hall, 4710 KNOX ST, Fort Bragg, NC 28307.


Hours of Operation: 7:30 am to 4:30, five days per week, Monday through Friday, except observed Federal holidays.


Duties and Responsibilities:

The Program Manager (PM) is responsible for all company personnel. Responsible for the performance of the work under all contract matters relating to daily operation. The PM must be available between the hours of 7:30 AM to 4:30 PM, Monday through Friday, except federal holidays or when the government facility is closed for administrative reasons. The PM will be located at USARC HQ, Fort Bragg, NC. Serve as the staff's principal interface with the Government.

  • Provide ID and CAC Issuance Support Services oversight.
  • Responsible for the management of and oversight of Site Security Managers (SSMs) and Verifying Officials (VOs).
  • Oversight of Input and Maintenance of Records in DEERS/RAPID System.
  • Operate DEERS / RAPIDS equipment to update and maintain electronic and paper filing systems to support CAC statistics, hiring actions, and the entry of any additional CAC information and correspondence received.
  • Develop accurate standard customer service hand-outs at all identified USID sites prior to the start of full performance of the contract award and update semiannually as needed.
  • Provide management support to USARC G-1/APO operations in accordance with the contract, the implementing guidance contained in FIPS 201-3 for Personal Identity Verification (PIV), DoD Instruction (DoDI) 1000.13, and AR 600-8-14; the main regulations that cover ID card issuance.
  • Responsible for the management and oversight of the Common Access Card Mobile Assistance Team (CACMAT).
  • Responsible for supporting Management Briefings / Metrics.
  • Coordinate National Agency Checks with Inquiries (NACI) submissions.
  • Provide RAPIDS Workstation Maintenance.
  • Provide weekly and monthly reports, or as required.

Qualifications:

  • Bachelor's degree in business management or related field, or five (5) years of relevant Program Management experience.
  • At least three (3) years of operational experience processing identification issuance requests and issuing identification badges for building and system access, familiarity with DoD ID Card issuance policies and procedures, and experience training others on the proper use of the identification issuance systems or other DoD IT Systems.
  • Tier III "Secret" Clearance in the JPAS System prior to commencement of work under this contract, due to the restricted access of the building in which they will be required to work.
  • The PM and APM shall be co-located with the COR at USARC MARSHALL Hall, 4710 KNOX ST, Fort Bragg, NC 28307.
