Job description
LMI is seeking a Capability Development Program Coordinator to support a Special Operations Command (SOCOM) mission partner with requirements development, capability-gap analysis, system integration, equipment modernization, testing, procurement planning, material fielding, and life-cycle replacement activities. The Program Coordinator will serve as a subject matter expert for assigned Soldier capability programs and help translate operational needs into executable equipment and technology solutions aligned with mission requirements, resources, schedules, and approved acquisition objectives.

This position requires an active Secret security clearance.
- Identify and define equipment needs by engaging operational users, leaders, capability developers, acquisition professionals, testers, logisticians, and other mission stakeholders.
- Analyze capability gaps and assess potential materiel and non-materiel solutions against operational effectiveness, technical feasibility, interoperability, cost, schedule, sustainment, and life-cycle considerations.
- Develop and maintain life-cycle replacement plans, technology-refresh strategies, modernization roadmaps, and investment recommendations for assigned equipment portfolios.
- Guide capability initiatives and assigned programs through applicable review, validation, approval, resourcing, acquisition, integration, testing, and fielding processes.
- Prepare decision-support products, requirements documents, executive briefings, cost and schedule analyses, risk assessments, courses of action, and program-status reports for senior leaders.
- Advise leaders on technology-upgrade plans and investment priorities for emerging combat capabilities.
- Coordinate with Army, special operations, acquisition, testing, logistics, training, cybersecurity, communications, and other military offices to ensure systems are integrated, interoperable, supportable, and aligned with mission requirements.
- Serve as the subject matter expert for assigned capability programs and Programs of Record.
- Plan, coordinate, oversee, and assess developmental tests, operational tests, user assessments, demonstrations, experimentation events, and field evaluations.
- Develop test objectives, user scenarios, evaluation criteria, schedules, risk controls, data-collection plans, and after-action products in coordination with government and technical stakeholders.
- Translate approved procurement objectives into executable equipment-purchasing plans, acquisition schedules, delivery priorities, and funding requirements.
- Develop and coordinate material fielding plans that address equipment allocation, accountability, transportation, facilities, training, technical documentation, sustainment, and user acceptance.
- Monitor program cost, schedule, performance, risk, integration, procurement, testing, fielding, and sustainment activities; identify issues and recommend corrective actions.
- Respond to requests for information from SOCOM and Army stakeholders regarding current and future technologies, assigned capability portfolios, and Programs of Record.
- Conduct market research and technology assessments to identify commercial, government, and emerging solutions with potential application to special operations missions.
- Maintain program records, requirements traceability, decision logs, risk registers, schedules, fielding trackers, configuration information, and other program-management products.
- Coordinate across operational commands, headquarters staff sections, program offices, laboratories, test organizations, industry partners, and supported units to synchronize capability development and delivery.
- Active Secret security clearance.
- Minimum of eight years of experience supporting Department of War capability development, requirements analysis, acquisition, program management, systems integration, testing, equipment fielding, or life-cycle management activities.
- Experience supporting U.S. Special Operations Forces, a Special Operations Command organization, or another operationally focused Department of War mission partner.
- Demonstrated experience identifying operational capability gaps and translating user needs into documented equipment, system, or technology requirements.
- Experience assessing potential solutions based on operational utility, technical performance, integration, interoperability, cost, schedule, sustainment, and risk.
- Experience supporting requirements, acquisition, integration, test and evaluation, procurement, material fielding, or life-cycle replacement processes for military equipment.
- Experience serving as a subject matter expert or program integrator for assigned capabilities, equipment portfolios, or Programs of Record.
- Ability to develop and present executive briefings, decision papers, cost and schedule analyses, risk assessments, procurement plans, fielding plans, and program-status products.
- Ability to coordinate effectively across operational users, senior leaders, acquisition personnel, engineers, logisticians, testers, resource managers, technical teams, and industry partners.
- Strong analytical, organizational, written, and verbal communication skills.
- Proficiency with Microsoft 365 applications, including Teams, Outlook, Word, PowerPoint, Excel, Project, and SharePoint.
- Ability to independently manage multiple concurrent programs, requirements, stakeholder actions, and deadlines in a high-tempo environment.
- Ability to travel periodically in support of testing, assessments, demonstrations, fielding activities, and stakeholder engagements.
Preferred Qualifications
- Bachelor's degree in engineering, systems engineering, program management, business administration, logistics, acquisition management, military studies, or a related discipline.
- Prior military service within U.S. Special Operations Forces or another operationally focused Army organization.
- Experience supporting a G-3, G-8, force-modernization organization, capability-development office, program executive office, program management office, or Army Futures Command organization.
- Working knowledge of the Joint Capabilities Integration and Development System, Army requirements-development processes, DOTMLPF-P analysis, Planning, Programming, Budgeting, and Execution, and Department of War acquisition pathways.
- Experience developing capability development documents, capability production documents, operational needs statements, requirements matrices, test plans, acquisition strategies, or fielding plans.
- Experience with Soldier systems, weapons, communications, sensors, robotics and autonomous systems, artificial intelligence, data, electronic warfare, protection, mobility, or other emerging combat technologies.
- Experience planning or supporting developmental testing, operational testing, user assessments, experimentation, rapid prototyping, or operational demonstrations.
- Experience supporting rapid acquisition, middle-tier acquisition, urgent capability, commercial solutions opening, or other accelerated capability-delivery processes.
- Project Management Professional, Defense Acquisition Workforce Improvement Act certification, or comparable program-management, acquisition, testing, or systems-engineering credential.

Target salary range: $111,000-$192,000
