Family Services of America (FSA) is a CARF-accredited behavioral health and child welfare organization and licensed North Carolina foster care agency based in Fayetteville. We provide trauma-informed care and practical support to children and families in a respectful, child-centered environment.

The Opportunity

We are looking for an experienced Program Director to provide full oversight of FSA’s long-term foster care program. This is a senior, outcomes-driven leadership role responsible for managing program operations, cross-functional workflows, federally funded program requirements, staffing support, budget execution, accreditation readiness, policies, SOPs, and continuous quality improvement.

Please note: This is a grant-funded, term-limited position for up to three years. Continuation is contingent on grant funding.

What You Will Own

• Provide complete operational oversight for the long-term foster care program, ensuring all service lines, staff functions, and program workflows operate together effectively.
• Manage the full program pipeline, including referrals/intakes, placement coordination, foster parent recruitment and licensing, case management, clinical services, medical coordination, education support, compliance, and discharge/permanency workflows.
• Lead program implementation for federally funded services, ensuring grant deliverables, reporting deadlines, documentation, performance metrics, and contract requirements are met.
• Oversee program budget execution in partnership with finance leadership, including staffing allocations, spending controls, cost allowability, budget monitoring, and financial reporting support.
• Maintain accreditation and licensing readiness, including CARF standards, NC DHHS/DSS requirements, audit preparation, corrective action plans, and continuous quality improvement activities.
• Develop, implement, and monitor program policies, standard operating procedures, workflows, forms, and documentation standards that support consistent, compliant service delivery.
• Support staffing structure, supervision, performance management, workforce coverage, onboarding, training compliance, and team accountability across all program functions.
• Use data to monitor outcomes, identify workflow gaps, evaluate program performance, and drive improvements in safety, quality, timeliness, compliance, and child/family outcomes.
• Serve as a senior program leader and liaison with funders, regulators, community partners, courts, referral sources, and internal executive leadership.

Required Qualifications

• Master’s degree in social work, human services, behavioral science, public administration, business administration, nonprofit management, healthcare administration, education administration, or a related administrative field; OR Bachelor’s degree in a related field with significant senior program leadership experience.
• Minimum five (5) years of experience serving as a Program Director or equivalent senior program leader with responsibility for full program oversight, staffing, budget, compliance, reporting, and outcomes.
• Demonstrated experience monitoring, managing, or directing federally funded programs, including grant deliverables, compliance requirements, performance reporting, documentation, and audit readiness.
• Experience managing complex program workflows, cross-functional teams, quality assurance systems, policies, SOPs, accreditation/licensing requirements, and data-driven performance metrics.
• Administrator’s license for the facility, if required by NC state licensing.
• Must be at least 21 years of age. Employment is contingent on successful completion of all required background checks and credentialing, including FBI fingerprint, state repository, child abuse and neglect, and sex offender registry checks, and proof of immunity to vaccine-preventable respiratory diseases.

Preferred Qualifications

• Experience directing a licensed long-term foster care, child welfare, residential, behavioral health, health care administration, or human services program.
• Experience with CARF accreditation, NC DHHS/DSS licensing, federally funded program monitoring, performance evaluation, and corrective action management.
• Strong financial oversight experience, including budget monitoring, staffing allocations, cost controls, and grant-funded program spending.
• Experience creating and implementing policies, SOPs, workflow tools, dashboards, and quality improvement systems.
• Bilingual (English/Spanish) preferred.
• Knowledge of trauma-informed, evidence-based models such as TF-CBT, SPARCS, or TFTC.

Compensation and Benefits

Salary: $70,000 – $82,000 annually, commensurate with experience. Benefits include group health, dental, and vision insurance; employer-paid basic life insurance (coverage begins after the eligibility period); paid time off and paid federal holidays; professional development; GSA-rate mileage reimbursement; and workers’ compensation per N.C.G.S. § 97-2.
