BVA Bear's IT Solutions is seeking part-time and full-time Agile IT Program Managers located within one hour of Harrisburg, PA; Baltimore, MD; or New Castle, DE to support onsite work as needed.
Remote work may or may not be authorized, depending on client requirements.
Work hours are expected to be scheduled between 6:00 a.m. and 6:00 p.m. Eastern Time, Monday through Friday, excluding government holidays, with core hours from 9:00 a.m. to 3:00 p.m. ET.
The Agile IT Program Manager leads complex IT programs and serves as the primary engagement manager for clients. This role is responsible for overseeing program delivery, managing schedules, budgets, risks, and ensuring alignment of project outcomes with client business objectives. The Agile IT Program Manager acts as a trusted advisor to stakeholders and drives communication between technical teams and business leadership.
This position requires strong Agile leadership skills, experience managing distributed teams, and the ability to operate across multiple simultaneous work orders. The Agile IT Program Manager ensures client satisfaction, monitors progress across work streams and supports strategic planning and process improvement initiatives.
Duties Include:
  • Serve as the primary point of contact for clients, maintaining strong business relationships and ensuring stakeholder satisfaction.
  • Lead complex IT programs, managing multiple concurrent projects and work orders under an Agile framework.
  • Oversee development of program schedules, resource allocation plans, and budget forecasts.
  • Facilitate Agile ceremonies, including sprint planning, daily standups, retrospectives, and backlog grooming.
  • Coordinate cross-functional teams, ensuring alignment of technical deliverables with business requirements.
  • Monitor program risks, issues, and dependencies, proactively identifying mitigation strategies.
  • Prepare and deliver executive-level program reports, dashboards, and status updates.
  • Manage change requests and ensure traceability of requirements through delivery.
  • Identify opportunities for process improvement, technology innovation, and client value enhancement.
  • Contribute to business development efforts by identifying additional client needs and supporting proposal development.
  • Maintain knowledge of enterprise platforms such as ERP systems, ServiceNow, and Power BI to support integration planning and program delivery.

Required Qualifications:
  • Bachelor's degree in Information Technology, Business, Engineering, or a related field.
  • Minimum 5 years of experience managing large-scale IT programs or portfolios.
  • Demonstrated experience serving as a client-facing Engagement Manager or Program Manager.
  • Proven track record leading Agile teams and delivering complex solutions.
  • Strong understanding of enterprise IT systems and modernization efforts.
  • Excellent written and verbal communication skills, including executive presentation abilities.

Preferred Qualifications:.
  • PMP, PMI-ACP, or SAFe Agilist certifications.
  • Experience working in public sector environments or transportation infrastructure.
  • Familiarity with ERP systems, ServiceNow, Power BI, and Azure DevOps toolsets
