Job description

Koniag Professional Services LLC, a Koniag Government Services company, is seeking an experienced Program Manager to support our Indian Health Service (IHS) customer in Rockville, MD. This position requires the candidate to be able to obtain a Public Trust. This position is for a Future New Business Opportunity.

The ideal candidate will provide strategic leadership for the Office of Environmental Health and Engineering (OEHE) information technology initiatives. This position is on-site in Rockville, MD.
Essential Functions, Responsibilities & Duties may include, but are not limited to:
The Program Manager will be the primary interface between KPS and the Indian Health Service, Office of Environmental Health and Engineering (OEHE), supporting their mission through effective implementation of information technology solutions. Key responsibilities include:
  • Serve as the primary point of contact with the OEHE Leadership team and the Contracting Officer's Representative (COR)
  • Attend status meetings and ad hoc meetings with stakeholders, accompanied by technical leads when necessary
  • Ensure operational status of customer's systems, networks, and applications
  • Assess policy needs and develop governance protocols for IT activities
  • Keep leadership informed of system status and troubleshooting/recovery activities
  • Provide strategic planning, capital planning, acquisition support, investment control, and scheduling
  • Manage all contracted personnel and subcontracted resources
  • Oversee program control and management to ensure timely, cost-effective delivery while maintaining high quality performance
  • Handle personnel management including development, training, staff clearance maintenance, and evaluation
  • Allocate and schedule contract resources efficiently
  • Coordinate communication between Government management and technical resources
  • Prepare correspondence, reports, briefing materials, and published documentation
  • Handle budget and financial management responsibilities
  • Develop strategic planning documents for the division
  • Conduct budget assessments to project spending rates and draft responses to information requests on Division budget status

Education and Experience Required:
  • Bachelor's degree in Information Technology, Computer Science, Business Administration, or related field
  • 15+ years of relevant experience in IT program management
  • Project Management Professional (PMP) certification
  • Demonstrated experience managing teams of over 15 people

Required Skills and Competencies:
  • Proven experience managing diverse IT disciplines including ColdFusion Custom Application Maintenance and Support
  • Strong background in Financial System Integration Support
  • Experience with Security and Compliance protocols in government environments
  • Expertise in Performance Monitoring and Optimization techniques
  • Knowledge of system modernization to newer platforms
  • Experience with Geospatial Integration Support
  • Proficiency in Documentation and Knowledge Transfer Processes
  • Understanding of Disaster Recovery planning and implementation
  • Exceptional communication skills, both written and verbal
  • Strong leadership and team management abilities
  • Excellent problem-solving and decision-making skills
  • Proficient in budget management and financial projections
  • Ability to maintain strong customer relationships

  • Master's degree in relevant field
