Description:

Verve, LLC is seeking a highly accomplished, executive-level Senior Program Manager to serve as the Contract Manager. The Senior Program Manager will be fully responsible for the overall performance of the contract work and will maintain full corporate authority to act on behalf of Verve, LLC for all daily operations, task management, and contractual matters. The designated individual must ensure an uninterrupted management presence and be fully available to the federal agencyโ€™s point of contact during core business hours.

Requirements:

Contract Leadership & Authority

  • Serve as the primary, authoritative liaison between Verve, LLC corporate leadership and the Governmentโ€™s Contracting Officer (CO) and COR.
  • Exercise full independent judgment and authority to commit corporate resources and execute rapid contractual decisions on all matters relating to daily operations.
  • Designate an Alternate Contract Manager in writing to the CO to seamlessly act in the manager's absence, ensuring zero degradation in leadership availability.

Operational & Workforce Management

  • Supervise, manage, and prioritize the day-to-day tasks of all specialized contract personnel.
  • Direct the team in executing complex, headquarters-level patient administration tasks, including the creation and timely submission of high-quality Contract Data Requirements List (CDRL) deliverables.
  • Orchestrate and synchronize staff rotations, onboarding trackers, and productivity reports to maintain baseline stability without performance degradation.
  • Establish and deploy standardized business processes and internal quality controls to closely integrate tracking tools, actively manage milestones, and proactively mitigate operational risks.

Communication & Client Relations

  • Provide regular, formal updates to agency leadership on task progression and maintain collaborative interfaces with Government personnel and contract stakeholders.
  • Demonstrate executive-level oral and written communication skills to articulate complex, headquarters-level health administration concepts clearly to senior leadership.
  • Ensure contract staff adheres to all physical security, network access, Common Access Card (CAC) procedures, and mandatory annual training requirements (e.g., HIPAA).

Position Requirements & Availability

  • Total Professional Experience: 16+ years of progressive program/project management experience.
  • Core Schedule: Continuous availability from 0830 to 1700 (8:30 AM to 5:00 PM), Monday through Friday, except observed Federal holidays or Government-directed facility closures.
  • Location: Falls Church, VA (with potential travel as coordinated).
  • Security Clearance: Must successfully pass and maintain a Position of Trust Background Check (Tier II / Non-critical sensitive) for the life of the contract to obtain a DoD Common Access Card (CAC).

Required Qualifications (Strict PWS Thresholds)

Candidates must possess the following minimum qualifications to be considered for this Key Personnel role:

1. Education & Academic Coursework

  • Coursework Requirement: Minimum of 24 semester hours explicitly in health administration and/or program management courses.

2. Military Health System Experience

  • Minimum of 15 years of direct experience working within the Military Health System (MHS).
  • Deep, functional familiarity with processes related to patient administration, health record management, and the full lifecycle of the Department of Defense (DoD) health record.
  • Extensive knowledge of military culture and the unique organizational structure of the Defense Health Agency (DHA).

3. Required Professional Credentials

Candidates must possess at least one credential from each of the following categories:

  • Process Improvement: Certified Lean Six Sigma credentials (Green Belt / Black Belt).
  • Health Information / Medical Coding:
    • Current certifications from the American Academy of Professional Coders (AAPC), OR
    • Registered Health Information Administrator (RHIA) certification issued by the American Health Information Management Association (AHIMA).
  • Project Management Institute:
    • Project Management Professional (PMP) certification.
