Job description

As a Senior Specialist, Contract Management will assist in the review and preparation of all contract documents for the various programs within the Contract Management Office as it pertains to the National Shipbuiding Strategy (NSS). Project organization, negotiation skills, problem identification, external customer interface and plan implementation are some of the responsibilities and skills required for this position.

More specifically, you will:   

  • Interpret and apply the contract clauses outlining the NSS requirements;
  • Represent the Contract Management Office in all customer relations and enable the delivery of solutions for specific Davie projects by providing procurement support;
  • Prepare briefing notes when required to support contracting strategies and decisions;
  • Interpret and analyze requirements and specifications of customers, including reviewing task authorizations and amendments to ensure all risks are identified and mitigated;
  • Liaise with other Davie functional departments to ensure contract management requirements are identified and incorporated into their assessments and documentation;
  • Assist in disputes and issues analysis and resolution with the customer;
  • Monitor and enforce contract terms throughout the life of the contract;
  • Ensure that Canadian government prime contract terms and conditions are flowed down to Davie issued contracts and subcontracts;
  • Liaise with Legal Department and Supply Chain management to obtain advice and guidance with respect to the interpretation and application of contract terms and conditions to validate compliance;
  • Evaluate, track and file all contract modifications/amendments, while performing a verification function for completeness and correctness;
  • Maintain comprehensive procurement files, ensuring that contractual requirements are fully documented and that all communications are monitored, while coordinating and managing the various reports and other required documentation for each contract;
  • Keep management apprised of ongoing contractual and related issues.

Qualifications

  • Bachelor's degree in law, business management or related field;
  • Minimum of eight (8) years of relevant experience in a similar position;
  • Bilingual (English and French). Fluency in English is required for this position, as the incumbent will interact with our English-speaking clients and partners; 
  • Working knowledge of Excel, PowerPoint and Microsoft Word;
  • Excellent written and oral communications skills; 
  • Willingness to be flexible and work with people in a collaborative and respectful manner to achieve goals and objectives;
  • Effective negotiation, problem solving, and decision-making skills;
  • Ability to organize a project from commencement to completion and closeout;
  • Conduct work activities in a manner that reflects commitment to Davie and to customer service;
  • Ability to develop a vision for the future and create a culture in which the long-range goals both for Davie and the Contract Management Office can be achieved;
  • Demonstrate ability to work in a team environment with multiple stakeholders and objectives;
  • Successful completion of the security screening process and obtainment of the required security clearance under the Federal Government's Contract Security Program (minimum of 5 years of residency in Canada, with no interruption of 6 consecutive months.
