Job description

Responsibilities
The Program Management Specialist provides administrative, operational, and project management support across multiple government contracts and programs. This position serves as a force multiplier for Program Managers by coordinating contract deliverables, maintaining schedules and action items, supporting financial tracking, preparing customer briefings, and ensuring timely execution of program management activities.
The successful candidate will work closely with Program Managers, technical leads, finance personnel, contracts administrators, and customers to support the day-to-day management of multiple programs. This position requires strong organizational skills, attention to detail, initiative, and the ability to manage competing priorities in a dynamic environment.
Essential Duties and Responsibilities
  • Coordinate and track contract deliverables, reports, data calls, and customer action items across multiple contracts, task orders, and technical efforts.
  • Support development, execution, and closeout activities associated with task orders, task directives, and other contract actions.
  • Assist Program Managers with subcontractor management activities, including staffing coordination, onboarding, workforce planning, performance tracking, and subcontract execution support.
  • Coordinate subcontractor resources and support development of subcontract Statements of Work (SOWs), funding actions, labor planning, and period of performance tracking.
  • Maintain awareness of contract requirements, deliverables, funding limitations, labor categories, and contract-specific execution constraints to support effective program execution.
  • Support proposal development activities including staffing plans, labor estimates, Rough Order Magnitude (ROM) development, subcontractor data collection, and customer responses.
  • Develop and maintain integrated schedules, milestone trackers, action item logs, risk registers, and meeting minutes.
  • Prepare and maintain monthly status reports, program management reviews, staffing reports, and executive-level briefings.
  • Coordinate internal and external meetings with customers, subcontractors, and corporate stakeholders and ensure action items are tracked to completion.
  • Support travel planning, deployment logistics, customer engagements, and program coordination activities.
  • Interface with engineering, operations, finance, procurement, contracts, cybersecurity, and customer organizations to facilitate program execution.
  • Assist with workforce planning, recruiting coordination, personnel tracking, and organizational reporting.
  • Support preparation of customer presentations, technical interchange meetings, quarterly reviews, and executive briefings.

Qualifications
  • BS 10-12, MS 8-10, PhD 5-7
  • Bachelor's degree in Business Administration, Project Management, Communications, Engineering, Information Technology, or a related discipline.
  • 10+ years of experience supporting project management, program management, government contracts, or technical organizations.
  • Proven experience managing as lead or deputy program manager for programs valued at $7M annually or larger.
  • Working knowledge of federal contract structures including IDIQs, task orders, task directives, cost-plus, firm-fixed-price, and time-and-materials contract vehicles.
  • Experience supporting execution of government contracts, task orders, or technical projects in a Department of Defense environment.
  • Ability to understand contract requirements and translate them into actionable schedules, deliverables, staffing plans, and execution activities.
  • Strong proficiency with Microsoft Office Suite, including Excel, PowerPoint, Word, and Teams.
  • Excellent organizational, communication, and time-management skills.
  • Demonstrated ability to coordinate multiple tasks and priorities simultaneously.
  • Experience preparing reports, presentations, schedules, and management documentation.
  • Ability to work independently while supporting multiple managers and stakeholders.
  • Knowledge of program financial management, labor tracking, and forecasting.
  • Ability to travel up to 15% in support of customer meetings, program reviews, integration events, and coordination activities.
  • Active Secret clearance.

Desired Qualifications
  • CAPM, PMP, or equivalent project management certification.
  • Experience supporting engineering, test and evaluation, or technology development programs.
  • Experience with Microsoft Project, SharePoint, Jira, Smartsheet, or similar project management tools.
