PENDING CONTRACT AWARDRole Summary
The Program Manager (PM) serves as the single point of accountability for performance of the OCONUS DMLSS/LogiCole Facility Management Support Services contract. The PM provides leadership, governance, and integration across Europe, the Pacific, and U.S. territories, ensuring contract execution meets DHA performance, quality, staffing, and compliance requirements.
Key Responsibilities
  • Own and maintain the Integrated Master Schedule (IMS) covering phase-in, base, option years, and phase-out
  • Serve as primary interface with the KO, COR, and DHA Program Management Office
  • Lead risk, issue, and change management using a proactive lifecycle risk model
  • Chair weekly delivery huddles and oversee monthly progress and staffing reports
  • Ensure Quality Control Plan (QCP) execution and PRS/QASP compliance
  • Integrate site-level data into executive dashboards and performance metrics
  • Oversee staffing readiness, vacancy management, and surge support actions
Minimum Qualifications
  • Minimum 5 years of program management experience supporting DoD programs
  • Demonstrated experience managing enterprise IT or facilities logistics systems
  • Proficiency with Microsoft Project, Excel, PowerPoint, and SharePoint
  • Working knowledge of DMLSS/LogiCole FM and DHA facilities business processes
Preferred Qualifications
  • Master's degree in Business Administration or related discipline
  • Experience supporting medical facilities management or healthcare logistics
