Summary
Support Services Program Manager is responsible for programs, initiatives, & administrative operations for the Utilities Department. This leadership role provides expert professional & strategic support to the Department Director and Assistant Directors on complex, sensitive, & confidential operational, financial, & policy matters
Essential Duties and Responsibilities
  • Develops & manages research projects and operational assessments for the Field Operations, Water Treatment, and Environmental Programs Departments
  • Manages initiatives and special projects
  • Develops policies, procedures, and performance standards for operations & services
  • Analyzes metrics and assesses the effectiveness of developing programs
  • Recommends new or revised programs, policies, and procedures
  • Updates the Department Director and Assistant Directors on matters requiring attention and recommends courses of action
  • Plans and facilitates executive-level meetings, establishing agendas, guiding discussion toward decisions, and ensuring monitors follow-through on action items
  • Prepares presentations, memos, & reports
  • Prepares annual budgets and budget forecasting
  • Develops and implements complex projects and programs
  • Manages obtaining and / or continuing reaccreditation with the AWWA and APWA
  • Liaises with staff, committees, boards, etc. and represents the department at events and activities
  • Manages support staff, fostering a team environment among Utilities departments
  • Acts as interim Compliance Coordinator, Fleet Coordinator, Communications Coordinator, and Strategic Programs Coordinator if positions are vacant
  • Follows City policies, procedures, and safety guidelines
  • Performs other duties as assigned

Minimum Qualifications
  • Combination of education and experience equivalent to a Bachelor's Degree in Environmental Science, Business Administration, or a related field
  • Four (4) years of experience in public works, program compliance, initiatives or related field
  • Two (2) years of supervisory experience

Certifications and Licenses
  • Valid driver's license
  • TCEQ D Water & Wastewater licenses or ability to obtain within one (1) year of employment
