Job Description:

Dynamo Technologies LLC is seeking a Mid-Level Program/Budget Analyst to support the Business Management Directorate within the Project Manager for Positioning, Navigation, and Timing (PM PNT) under the Systems Engineering and Technical Assistance (SETA) contract.

This role supports the planning, development, execution, and oversight of PM PNT’s portfolio, including systems such as the Mounted Assured PNT System (MAPS), Dismounted Assured PNT System (DAPS), and emerging technologies across the DoD PNT enterprise.

The analyst will serve as a key integrator across program management, acquisition, financial management, engineering, logistics, test and evaluation, and cybersecurity, with a strong emphasis on Planning, Programming, Budgeting, and Execution (PPBE) and financial analysis.

Duties/ Responsibilities:

  • Formulate, justify, present, and execute annual program spend plans, including monitoring and analyzing RDT&E and Procurement appropriations.
  • Track obligations and expenditures; support funding execution and reprogramming actions.
  • Participate in monthly, mid-year, and year-end budget reviews, including year-end closeout activities to ensure proper use of funds.
  • Prepare budget-related documentation and analysis to support resourcing decisions, cost evaluations, and milestone achievement.
  • Develop, review, and maintain acquisition documentation including:
    • Acquisition Strategies
    • Acquisition Program Baselines (APB)
    • Acquisition Decision Memorandums (ADM)
    • Life Cycle Sustainment Plans
    • Test & Evaluation Strategies
  • Support Milestone Decision Reviews (MDRs) and acquisition lifecycle activities in accordance with DoD and Army policies (e.g., DoDI 5000 series, AR 70-1).
  • Contribute to Program Objective Memorandum (POM) development and long-range financial planning.
  • Develop and maintain Integrated Master Schedules (IMS) and support program planning activities.
  • Collaborate across product offices and functional teams to align program objectives, cost estimates, and schedules.
  • Identify programmatic and financial risks and recommend mitigation strategies.
  • Provide data-driven analysis to support leadership decision-making.
  • Develop and review:
    • Procurement Backup Books (P-Forms)
    • RDT&E Descriptive Summaries (R-Forms)
    • Army Program Budget Briefs (APBBs)
    • Congressional Requests for Information (RFIs)
  • Support preparation of program briefings, reports, and senior-level communications.
  • Document meeting minutes and maintain knowledge management artifacts (IAW CDRL requirements).
  • Prepare for and participate in:
    • Integrated Product Teams (IPTs)
    • Program Management Reviews (PMRs)
    • Quarterly Program Reviews (QPRs)
    • POM and budget reviews
    • Contractor and milestone decision meetings
  • Interface regularly with government stakeholders and senior leadership.

Required Skills/Abilities:

  • Demonstrated experience in DoD/Army acquisition and PPBE processes.
  • Strong working knowledge of:
    • Fiscal Law
    • DoD Financial Management Regulation (7000.14-R)
    • Adaptive Acquisition Framework (AAF)
    • Army acquisition policy (AR 70-1)
  • Experience developing and managing:
    • Spend plans
    • P&R Forms (P-Forms and R-Forms)
    • Budget justification documentation
  • Proficiency with financial and program systems such as:
    • GFEBS
    • CCaR
    • PMRT
    • PDAA
    • MAR
  • Strong analytical, organizational, and communication skills.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Proficient in Microsoft Office Suite (Excel, PowerPoint, Word, Outlook).

Nice-to-Have Skills:

  • Experience supporting PM PNT or similar DoD program offices.
  • Familiarity with ASA(ALT) systems and reporting tools.
  • Prior SETA experience in a program office environment.

Education and Experience:

  • Bachelor’s degree in Business, Finance, Management, Engineering, or related field.
  • Minimum of 3 years of relevant experience supporting:
    • Army or DoD acquisition programs, OR
    • PPBE / program or budget analysis functions.
  • Experience in at least two (2) of the following areas:
    • Spend plan development and execution
    • Budget reviews and closeout processes
    • Acquisition documentation development
    • Financial analysis and reporting
    • POM development
    • Program scheduling (IMS)
    • Cost estimation support
  • Active DoD Secret Security Clearance (required).
  • U.S. Citizenship required.

Travel Requirement:

  • Up to 25% travel within the continental United States.
