Title: Program Analyst
Client: NOAA – National Sea Grant Office
Location: Remote
Employment Type: Full-Time
Contract: 5-Year Federal Contract
Position Summary
NOAA's National Sea Grant Office is seeking a Program Analyst to support federal grant administration, program coordination, data analysis, reporting, and stakeholder engagement for national Sea Grant programs. The successful candidate will assist with grant lifecycle activities, national funding competitions, fellowship programs, program evaluation, and compliance while working closely with NOAA staff, academic institutions, and external partners.
Key Responsibilities
 

  • Support the full lifecycle of federal grants, from application review through award closeout.
  • Coordinate national grant competitions, proposal reviews, and award documentation.
  • Provide program coordination and administrative support for Sea Grant initiatives and fellowship programs.
  • Collect, analyze, and report program performance data and metrics.
  • Prepare reports, meeting summaries, presentations, and program documentation.
  • Monitor program schedules, deliverables, and compliance with NOAA and federal requirements.
  • Maintain program records, databases, and data quality.
  • Coordinate meetings, workshops, and stakeholder communications.
  • Collaborate with NOAA personnel, Sea Grant institutions, and external partners.
  • Recommend process improvements to enhance program operations and efficiency.

Required Qualifications
Education
 

  • Bachelor's degree in Business Administration, Public Administration, Management, Environmental Science, Marine Science, or a related field.

Experience
 

  • Minimum 5 years of experience supporting federal programs, grants administration, program analysis, or project coordination.
  • Experience working with federal agencies or federally funded programs preferred.
  • Experience preparing reports, analyzing program data, and coordinating multiple priorities.
  • Strong analytical, organizational, communication, and Microsoft Office skills.
  • Experience with grants, cooperative agreements, or federal funding programs is highly desirable.
