Summary
Position is located in the Office of Acquisition & Logistics (OAL) within the Department of Veterans Affairs. This position is responsible for analyzing, evaluating, and improving the efficiency of and effectiveness of operating acquisition and logistics programs. Serves as a Subject Matter Expert providing requirements analysis and acquisition advice to the functional area technical experts requirements and contractual matters based on a working knowledge of acquisition regulations and policy.

Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Duties include, but are not limited to:
Provide analysis of acquisition and logistics programs and training activities with a variety of assignments addressing the effectiveness and efficiency of acquisition and logistics programs and functions, provide input on management studies, evaluate and provide analysis to inform business decision, and review specifications and requirements by performing analysis on capabilities, costs, and functionality. Works on special projects, participates in technical reviews and analyses of broad, complex, and unique sensitive projects in order to develop and oversee the implementation of specific enterprise initiatives.
Provides analysis and collaborates on acquisition and logistics projects and resolves an array of complex problems. Participates in cross-functional project teams to ensure organizational objectives are achieved, supporting internal and external business development programs/projects, and provide expertise and analysis to program/project management teams that carry out complex program management actions. Assist analytical and data management activities within the business unit and collaborate with project teams. Analyzes contractor services and deliverables, makes appropriate recommendations to the business unit director concerning shortfalls, completions of reports, and other issues/problems that may arise based upon evaluations of contractor performance. Evaluates goals and objectives, measures progress, and adjusts as needed.
Coordinates the evaluation and analysis of special projects designed to meet critical, unique, or innovative organizational performance needs for headquarters OAL. Develops and modifies new processes and procedures to improve the quality and effectiveness of OAL programs and operations. Determines acquisition strategies and objectives to be pursued taking into account overall OAL and VA objectives and considerations such as socioeconomic programs, competition, pricing arrangements, subcontracting, and similar considerations normally requiring the use of innovative and unique acquisition techniques. Serves as the technical SME to provide continual process improvement. Establish effective tracking, reporting and system management of processes and report processes and impacts to business unit director and leadership. Analyzes requirements, prepares, and executes various statutory determinations such as method of contracting, type of contract, extent of competition, and type of service. Reviews and analyzes broad, complex, and unique operational processes that involve the full spectrum of functions for which the business unit is responsible. Provide input to the business unit director. Exercises considerable latitude to determine the scope of projects, resources required, and the processes to be followed.
Work Schedule: Monday - Friday, 8:00am - 4:30pm EST.
Location: The selectee will be required to report on-site at 7485 New Horizon Way, Frederick, MD 21703.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/10/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
  • For a GS-12 position you must have served 52 weeks at the GS-11.
  • For a GS-13 position you must have served 52 weeks at the GS-12.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to some former Federal employees applying for reinstatement, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below:
GS-12 Requirement:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Assisting in preparing reports and briefings by gathering data, drafting initial content, and refining materials under supervisory guidance.
    • Supported evaluations of organizational programs by collecting information, conducting preliminary assessments, and identifying potential risks for review by senior analysts.
    • Contributed to developing and revising processes and procedures by analyzing assigned components and recommending improvements with oversight.
    • Performed baseline analysis of programs and training activities to support organizational performance and resource planning under direction from higher level staff.

GS-13 Requirement:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Preparing and presenting detailed reports and briefings that communicated study results, process impacts, and recommended initiatives to senior leadership.
    • Conducting comprehensive evaluations of organizational programs to determine effectiveness, assess operational risks, and recommend data driven improvements.
    • Developing and refining processes and procedures to enhance the effectiveness and efficiency of program operations across the organization.
    • Providing in depth analysis of programs and training activities to support organizational performance, compliance, and resource planning.
