Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA).ย  Our MISSION is to help ensure the security of the United States and its allies by providing high-hazard experimentation and incident response capabilities through operations, engineering, education, field, and integration services and by acting as environmental stewards to the Site's Cold War legacy.ย  Our VISION is to be the user site of choice for large-scale, high-hazard, national security experimentation, with premier facilities and capabilities below ground, on the ground, and in the air.   • Bachelor's degree in related field or equivalent training and experience with at least 8 years relevant, progressively responsible experience.

  • Demonstrated experience in procurement, contracting, or supply chain management.
  • Demonstrated working knowledge of FAR and DEAR requirements as applicable to M&O contractors.
  • Proficient Communication - Written and Oral, Computer Skills - Databases and MS Office (Word, Excel, and PowerPoint).
  • Proficient Organizational Skills and Problem Solving.
  • Strong interpersonal and leadership capabilities.
  • Primary work location will be at the Losee Road facility in North Las Vegas, Nevada (candidates must be willing to relocateย if not local, relocation package available).
  • Work schedule for this position will be 4/10's Monday through Thursday (hybrid schedule: two days on-site, two days remote; subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver's license.

Ability to obtain a HSPD-12 Personal Identity Verification credential under the Department of Energy Order 206.2, 'Identity, Credential, and Access Management,' and Supplemental Directive NNSA SD 206.2, 'Implementation of Personal Identity Verification for Uncleared Contractors.'

Annual salary range for this position is:ย $101,982.40 - $155,521.60.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.ย 

The Procurement Planning Specialist (Principal Procurement Specialist) plays a critical role in supporting the efficient and strategic acquisition of goods and services. This role requires a professional with experience across various aspects of procurement. The specialist in this role will work closely with technical teams to develop and execute comprehensive procurement strategies, ensuring alignment with organizational objectives. The Procurement Planning Specialist will provide procurement planning guidance on the preparation various procurement documents and coordinate procurement activities with the requesting organization and the procurement organization.ย 

Key Responsibilities

  • Collaborate with technical teams to identify requirements and recommend best procurement approaches tailored to specific project needs. This includes advising on acquisition strategies and contracting methodologies.ย 
  • Provide expert guidance on appropriate contract types (e.g., fixed-price, time and materials) and contract structures, ensuring compliance with relevant regulations and optimizing value for the organization.
  • Support the development and management of procurement schedules, integrating them with overall project timelines. Monitor progress, identify potential delays, and recommend corrective actions to maintain project momentum.
  • Conduct thorough reviews of procurement planning documents, statements of work, specifications, and other related documents to ensure clarity, completeness, and adherence to established standards. Provide constructive feedback and support to technical teams in refining these documents.
  • Serve as the primary point of contact and liaison between requesting organizations (technical teams) and the procurement department. Facilitate effective communication, information flow, and problem resolution throughout the procurement lifecycle.
  • Assist in preparing pre-solicitation documentation to ensure a robust and competitive procurement process.
  • Ensure all procurement planning activities comply with FAR and organizational policies, procedures, and regulations.
  • Perform other duties assigned by Management.ย
