The Technical Procurement Specialist is responsible for supporting procurement, material planning, and supplier management activities for the Rig-Up Yard and Fabrication Shop. This position ensures raw materials, fabricated components, machined components, tooling, consumables, and outsourced services are sourced and procured in a timely and cost-effective manner to support fabrication, manufacturing, and rig construction projects. The Technical Procurement Specialist works closely with the Engineering Support Coordinator, Engineering, Drafting, Machine Shop, Fabrication, Quality Control, Shipping & Receiving, Project Management, vendors, suppliers, and the Corporate Purchasing team to support material planning, procurement execution, inventory requirements, material traceability, and project schedules. This position serves as the primary technical liaison between engineering, fabrication, suppliers, and Corporate Purchasing to ensure materials are available to support successful project execution. Key Responsibilities Technical Procurement & Purchasing
Coordinate purchase requisitions and procurement requests supporting fabrication, manufacturing, inventory, and project requirements.
Review engineering drawings, material take-offs (MTOs), and bills of material (BOMs) to determine material requirements supporting fabrication and manufacturing activities.
Procure raw materials, fabricated components, machined components, structural steel, plate, pipe, valves, bearings, pins, tooling, consumables, coatings, and specialty items required to support operations.
Obtain quotations, evaluate supplier proposals, and support supplier selection activities.
Work closely with the Corporate Purchasing team to facilitate purchase order creation, supplier communication, material expediting, and procurement activities.
Evaluate supplier options based on project schedule requirements, material availability, quality, delivery performance, and cost to support successful project execution.
Make procurement recommendations that balance cost, quality, lead time, and project priorities, recognizing that schedule-critical items may require sourcing decisions that prioritize delivery over lowest cost. Material Planning & Project Support
Assist in identifying missing materials, quantity discrepancies, specification conflicts, and procurement risks associated with project BOMs and MTOs.
Work closely with Engineering, Drafting, and the Engineering Support Coordinator to resolve BOM discrepancies, material issues, and drawing-related procurement concerns.
Expedite materials, components, and outsourced services to support fabrication and construction schedules.
Maintain visibility of material status and provide routine updates regarding open purchase requisitions, purchase orders, long-lead items, shortages, and delivery risks affecting project schedules.
Coordinate with Corporate Purchasing and suppliers to monitor purchase order status and support resolution of delivery, pricing, quality, and availability concerns. Vendor Management & Supplier Development
Develop and maintain relationships with suppliers, machine shops, fabrication vendors, coating vendors, and service providers.
Support vendor qualification activities and supplier performance evaluations.
Assist in identifying and developing new suppliers capable of supporting Company manufacturing and project requirements.
Monitor supplier performance related to quality, delivery, responsiveness, and cost competitiveness.
Support development and maintenance of approved supplier lists supporting fabrication, machining, coatings, and specialty manufacturing services. Documentation & Traceability Support
Coordinate collection of supplier documentation including Material Test Reports (MTRs), certifications, compliance documentation, and vendor records.
Ensure supplier documentation, MTRs, certifications, and compliance records are obtained and transmitted to support fabrication, quality, and project turnover requirements.
Support material traceability requirements by ensuring supplier documentation is maintained and available to project personnel.
Coordinate with Engineering Support Coordinator, Quality Control, and Shipping & Receiving personnel to support project documentation requirements. Inventory & Operational Support
Coordinate with Shipping & Receiving personnel to ensure purchased materials are received, verified, and properly documented.
Support inventory replenishment activities, inventory audits, and material verification activities.
Support continuous improvement initiatives focused on procurement, supplier performance, inventory accuracy, and project execution.
Minimum Qualifications
High School Diploma or GED.
Three (3) years of experience in technical purchasing, procurement, supply chain, manufacturing, fabrication, construction, or a related industrial environment.
Ability to read and interpret engineering drawings, material take-offs (MTOs), bills of material (BOMs), and procurement documentation.
Familiarity with structural steel, plate, pipe, valves, bearings, pins, fabricated components, machined components, and other materials commonly utilized in fabrication and oilfield equipment projects.
Experience working with suppliers, purchase requisitions, purchase orders, material tracking, and procurement activities.
Proficiency with Microsoft Office applications.
Strong organizational, communication, analytical, and problem-solving skills. Preferred Qualifications
Associate's or Bachelor's degree in Business Management, Supply Chain, Engineering Technology, Industrial Technology, or a related field.
Experience supporting fabrication, machining, manufacturing, or oilfield equipment projects.
Experience with ERP, purchasing, inventory, or procurement management systems.
Experience supporting material traceability, MTR collection, and project documentation requirements.
Experience reviewing and supporting material take-offs (MTOs) and bills of material (BOMs).
Experience working with machine shops, fabrication vendors, coating vendors, or industrial suppliers. Skills & Competencies
Strong organizational and time-management skills.
Ability to manage multiple procurement activities, suppliers, and priorities simultaneously.
Ability to interpret engineering drawings, material take-offs (MTOs), bills of material (BOMs), and procurement documentation.
Ability to identify material discrepancies, BOM issues, and procurement risks through review of engineering documentation.
Understanding of fabrication materials, machining materials, structural components, and manufacturing procurement requirements.
Ability to evaluate procurement tradeoffs and make sound recommendations based on project schedule, material availability, quality requirements, and overall project impact.
Strong communication and vendor relationship management skills.
High level of accountability, attention to detail, and customer service. Work Environment This position operates primarily in an office environment but requires regular interaction with fabrication shops, machine shops, warehouses, vendor facilities, project personnel, and the Corporate Purchasing team. Responsibilities include procurement coordination, supplier communication, material tracking, project support, and occasional vendor visits. Travel may be required to support supplier visits, vendor qualification activities, sourcing efforts, and project requirements. Technical Procurement Must Have
