The System Policy Management Manager provides system-level strategic leadership, administrative direction, and oversight for policy governance and lifecycle management. This role is accountable for establishing and maintaining a consistent, effective, sustainable, and integrated policy management program across the organization. As a working leader, the role sets enterprise direction, ensures accountability, and drives continuous improvement of policy-related processes, tools, and outcomes.
Job Description:
JOB RESPONSIBILITIES:
  • Establish, lead, and continuously refine system-wide and regional policy governance models, including oversight committees, approval pathways, and escalation processes.
  • Define and maintain enterprise standards for policy hierarchy, authorship, approval authority, applicability, and document structure.
  • Set clear expectations and accountability for policy lifecycle performance, including review cycles, approvals, implementation, and sunset/archival practices.
  • Educate, support, and guide system-wide policy teams in understanding and applying governance standards and policy management processes.
  • Lead the selection, implementation, and optimization of policy management tools, systems, and workflows to support consistency, efficiency, and compliance.
  • Provide oversight and direction to the Policy Management Coordinator and collaborate with policy owners to ensure standardization, clarity, and usability of policy documents.
  • Actively engage in complex or high-impact policy work as needed, serving as a subject matter expert and escalation resource.
  • Design and oversee system-wide education, training materials, templates, and resources to support effective policy development and management.
  • Identify opportunities to simplify policy processes, reduce administrative burden, and improve system-wide adoption and compliance.
  • Monitor, analyze, and deliver regular metric-driven reporting to executive leadership and oversight committees on policy governance effectiveness, lifecycle performance, compliance trends, and risk-related indicators.

QUALIFICATIONS:
  • Education:
    • Bachelor's degree in healthcare administration, nursing, business administration, or a related field required.
  • Experience:
    • Five or more years of progressive experience in healthcare policy governance, compliance, risk management, or clinical/administrative leadership.
    • Previous experience leading teams or functional programs.
    • Proven ability to operate effectively within complex, highly regulated healthcare systems.
  • Skills:
    • Strategic thinking with demonstrated experience in governance design and implementation
    • Ability to lead through change and influence across multiple levels of the organization
    • Strong analytical, judgment, and decision-making capabilities
    • Excellent organizational, interpersonal, verbal, and written communication skills
    • Highly organized and detail-oriented with the ability to manage multiple priorities
    • Working knowledge of healthcare regulatory guidelines, accreditation standards, and compliance requirements preferred
