General Summary:

The Project Management Office (PMO) Manager will manage the Technology Department's project management operations with the Senior Manager PMO. The PMO Manager will be responsible for setting, maintaining, and ensuring project management and business analysis standards across the department.
The PMO Manager's responsibilities include managing and coordinating project and program management services, providing guidance and support to project managers and business analysts, and ensuring that all projects are completed within the specified times and budgets. A major focus of this role is establishing, governing, and continuously improving business analysis (BA) processes across the department, including managing and coaching the Business Analyst team.

Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Assist the Senior Manager PMO in developing, implementing, managing, and maintaining PMO processes and policies.
  • Establish, implement, and oversee business analysis processes, standards, and templates across the department.
  • Lead projects from inception to closing as required.
  • Manage project resources and budgets.
  • Provide guidance and support to project managers and business analysts.
  • Manage, coach, and develop the Business Analyst (BA) team.
  • Ensure that all projects comply with project management standards and methodologies.
  • Monitor and report on project progress and performance.
  • Identify and manage project risks and issues.
  • Coordinate with stakeholders to ensure that project objectives are met.
  • Conduct project reviews and create detailed reports for executive staff.
  • Manage and assign resources in conjunction with Senior Manager PMO.
  • Promote project management and business analysis best practices across the organization.
  • Manage contracts with third-party software providers, staff augmentation vendors, and managed services providers, and service level agreements (SLAs).
  • Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED

Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  • Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Business Administration, Project Management, Public Administration, or related field.
  • Four (4) years of progressively responsible experience in a project management and/or business analysis role or related field to include three (3) years of experience managing a professional staff.
  • Certification in Project Management Professional (PMP) is required.
  • Certified Business Analysis Professional (CBAP) is a plus.
  • Transit experience is a plus.
  • Scrum Master Certification is a plus.
  • Possess a valid Texas driver's license to operate DART non-revenue vehicles.
  • Proficiency of PC software applications to include Microsoft Office, project management or other related software applications.
  • Pass a physical (medical) examination that includes a drug screen.
  • Knowledge of budget development/analysis, and operational cost factors.
  • Must be familiar with various project management methodologies (e.g., Agile, Waterfall, Hybrid) and tools (e.g., Microsoft Project, Azure DevOps, etc.).
  • Must be able to work variable hours, to include emergency response to outages.
  • Must be able to work in an on-call rotation.
  • Must maintain all certification(s) required for this position.
  • Must demonstrate strong stakeholder and customer focus, building trusted relationships and using first hand input to drive continuous improvement in services, processes, and outcomes.
  • Must communicate clearly and effectively, both verbally and in writing, tailoring messages to diverse audiences including customers, team members, leadership, and governing bodies.
  • Must lead and develop high performing teams, fostering collaboration, accountability, and engagement; providing coaching, development planning, and career guidance to direct reports.
  • Must excel in project and portfolio management, including scoping work, defining objectives, developing schedules and resource plans, anticipating risks, and measuring performance against goals.
  • Must apply strong analytical and problem solving skills, using rigorous logic to identify root causes, evaluate alternatives, and deliver practical, well reasoned solutions.
  • Must navigate conflict and complex situations effectively, listening actively, negotiating constructively, and achieving alignment and cooperation with minimal disruption.
