Project Manager

Mandatory Qualifications:
Minimum of three (3) years of demonstrated experience in understanding and following the Software Development Lifecycle (SDLC) for the implementation of a Software as a Service (SaaS) solution with at least 2,000 users and a project value of at least $2,000,000.
Minimum of five (5) years of demonstrated experience in adhering to, and applying, project management principles for an IT implementation project, in all the following knowledge areas:
  • Schedule Management
  • Risk/Issue Management
  • Scope/Change Management
  • Communications Management
  • Governance Management

Minimum of five (5) years of demonstrated experience authoring complex reports and technical documents, and documenting lessons learned for an IT implementation project.
Minimum of five (5) years of demonstrated experience monitoring the project performance of an IT Project throughout the project lifecycle to include updating and maintaining project plans, such as: schedule, quality, risks, scope, governance, requirement, contract management, project management, and implementing corrective actions as needed.
Minimum of five (5) years of demonstrated experience in utilizing Microsoft Project to create schedules, project plans, manage resources and keep track of time on an IT implementation project.
Must possess one of the following current and valid certifications: Project Management Professional (PMP) certification from the Project Management Institute (PM I), or a Certified Associate in Project Management (CAPM) certification, or a certified Six Sigma Black Belt (CSSBB) offered by the American Society for Quality. Certification must be provided. No alternate certifications will be considered.
Desirable Qualifications:
One proposed staff possesses either: a current and valid Microsoft 365 certified Developer Associate certification, a Microsoft 365 Certified Teamwork Administrator Associate certification, or a minimum five (5) day SharePoint Administration course from a verifiable training provider which is not affiliated with the Respondent's company. (Only applies to one (1) proposed staff).
One proposed staff possesses either: a current and valid Microsoft Certified Power Platform App Maker Associate certification, a Microsoft Project 2019 certification, a PM! Scheduling Professional certification, or a minimum four (4) day Microsoft Project course from a verifiable training provider which is not affiliated with the Respondent's company. (Only applies to one (1) proposed staff). Attach a copy of certification.
Identification of all five (5) years of experience in the IT Project provided in any of Mandatory #13416 being a large-scale IT Project with a State of California department or Agency. "Large- scale" is defined as having over 25,000 users and a project value over $10 million. (Limited to a maximum of three (3) staff and projects. Any staff or projects identified beyond 3 will not receive any Desirable points. Please see SECTION 4.2.2.4. STAFF DESIRABLE QUALIFICATIONS for scoring evaluation).
Minimum of five (5) years of demonstrated experience providing project management services, equivalent to the requirements in EXHIBIT A: STATEMENT OF WORK, to a HR/Payroll system implementation project with over 50,000 users and a project value over $25 million. (Only applies to one (1) proposed staff).
Education:
Bachelor's Degree in Information Technology.
Certifications:
Must possess one of the following current and valid certifications: Project Management Professional (PMP) certification from the Project Management Institute (PM I), or a Certified Associate in Project Management (CAPM) certification, or a certified Six Sigma Black Belt (CSSBB) offered by the American Society for Quality.
